The following minimum requirements shall be observed <br />in the M-U district subject to additional requirements, exceptions and modifications set forth in this <br />chapter: <br />Minimum lot or parcel size 25,000 sq. ft. <br />Minimum lot width at front setback line 100 ft. <br />Minimum front yard building setback 25 ft. <br />Minimum side yard building setback 10 ft. <br />Minimum side yard building setback to residential Equal to height of building. In no case <br />less than ten feet. <br />Minimum rear yard building setback 30 ft. <br />Maximum building height 45 ft. for Multi-Family, 35 ft. for all <br />other uses <br />Maximum lot area to be covered by impervious surface 70% <br /> <br />(g) Site Design. <br /> <br />(1) Structures shall be oriented and consolidated to complement existing and adjacent development and <br />to create a coordinated and visually attractive mixed-use setting throughout the district. <br />Development within this area shall be guided by an overall development plan that demonstrates how <br />the subject property and surrounding lands can develop in a coordinated manner. To ensure that the <br />proposed development achieves the mixed-use district vision, all development proposals must <br />include a narrative describing how the proposed development will meet the mixed-use vision and any <br />design guidelines for the area. The City may require street, utility, pedestrian, trail, drainage, and <br />access connections, including cross-access easements or shared access arrangements with adjacent <br />properties, as necessary to facilitate coordinated development and efficient circulation throughout <br />the district. <br /> <br />(2) Site planning shall respect the relationship of the site to the existing and proposed buildings and <br />streets and major roadways. <br /> <br />(3) Commercial parking lot design shall include provisions for cross easements and stubbed access drives <br />to the property line for the use of adjacent properties so that residents and customers do not need to <br />return to the public street system to access adjacent developments. <br /> <br />(4) Buildings shall have a clearly defined primary pedestrian entrance at street level. <br /> <br />(5) Wherever a surface parking area faces a street frontage, such frontage shall be screened with a <br />decorative wall, railing, hedge, or a combination of these elements to a minimum height of 2 ½ feet <br />and a maximum height of 3 ½ feet above the level of the parking lot. <br /> <br />(6) Drive-through or drive-in lanes are not allowed within the front yard of any buildings. They must be <br />located to the side or rear of a building. <br /> <br />(h) Parking Requirements <br /> <br />(1) At least 50 percent of the required parking for residential units in the M-U district shall be provided in <br />structured parking or in enclosed garages. The residential parking spaces shall be specifically reserved <br />for the use of residents and visitors only, separate from any commercial, office or other uses on-site <br />or nearby and shall not be counted as part of any shared parking or joint parking arrangement.
