Future central business district (FCB). <br />(a) Purpose. The future central business district (FCB) represents transition areas that have been identified as <br />practical and generally suitable for future development as part of the city’s downtown. The purpose of the <br />future central business district is to provide a holding zone until a landowner makes application for <br />development, at which time the city may rezone the affected property consistent with the downtown plan, <br />provided the development does not result in the premature extension of public utilities or impede planned <br />road improvements. Residential land uses will be allowed to continue pending future redevelopment <br />consistent with the city's downtown plan. <br />(b) Permitted uses. The following are permitted in the FCB district: <br />(1) Dwelling, single-family detached residential (refer to section 90-217). <br />(2) Essential public services (refer to section 90-222). <br />(3) Public recreational fields, structures, and buildings. <br />(4) Residential facility, small (refer to section 90-256). <br />(c) Accessory uses. The following are permitted accessory uses in the FCB district: <br />(1) Accessory buildings (refer to section 90-203). <br />(2) Accessory solar energy systems (refer to section 90-261). <br />(3) Daycare, family (refer to section 90-212). <br />(4) Dwelling unit, accessory (refer to section 90-220). <br />(5) Dwelling unit, accessory apartments (refer to section 90-221). <br />(6) Fences (refer to section 90-227). <br />(7) Garages, private (refer to section 90-229). <br />(8) Home occupations (refer to section 90-230). <br />(9) Lighting, outdoor (refer to section 90-238). <br />(10) Parking and loading areas (refer to section 90-252). <br />(11) Signs (refer to section 90-260). <br />(d) Conditional uses. The following are conditional uses allowed in the FCB district. Additionally, besides the <br />general CUP standards and criteria found in Section 90-37, each request for a conditional use permit shall be <br />evaluated, based upon the standards and criteria in Article VI, Division 1. <br />(1) Antennas (refer to article VI, division 2, of this chapter).
