.4 <br />(a) It is unlawful for any person to operate a manufactured home park in the city without first <br />having obtained a conditional use permit from the city, and a license to operate such park from <br />the state department of health. <br />(b) Performance standards for a manufactured home park. <br />(1) All manufactured home parks must be served by municipal sewer and water, and all <br />homes within the park must be connected to such services. A fire hydrant must be located <br />within 250 feet of each manufactured home. Sanitary sewer, storm sewer, and water <br />system components in the park shall be constructed and maintained by the owner of the <br />park, in accordance with the standards of the state department of health and the <br />requirements of the city's utility system. <br />(2) All manufactured home parks with ten or more units must have a shelter to provide a <br />safe place within the park for all residents to assemble in case of severe weather <br />conditions, such as tornadoes, high winds, and floods. Such shelter shall be constructed in <br />accordance with chapter 1370 of the state building code. Such shelter shall be constructed <br />within 500 yards of each manufactured home. <br />(3) All manufactured home parks must be adequately drained so that no home, building, <br />roadway or public place is made unusable or unsafe by standing stormwater at any time <br />other than a 100 -year, or greater, storm event. <br />(4) All manufactured homes located in the park must be served by an internal road <br />network owned and maintained by the park owner. Such roads must be constructed, as a <br />minimum, in accordance with the standards for an urban minor street found in chapter 66 <br />of this Code, except that the roadway width may be reduced to 24 feet, face -of -curb to <br />face -of -curb where no on -street parking is allowed. In accordance with Minn. Stats. § <br />327.27, subd. 2a, all private streets meeting the standard defined herein shall be posted <br />with a speed limit not to exceed 30 miles per hour. Speed limits on private streets existing <br />prior to the adoption of the ordinance from which this chapter is derived, and not meeting <br />the above standard, shall be ten miles per hour. <br />(5) All streets and roadways located in a manufactured home park shall be maintained in <br />a safe and useable condition by the park's owner for emergency vehicles at all times. <br />(6) Street lighting shall be provided within the park by the park's owner. As a minimum, <br />the street lighting shall illuminate all entrances to the park and the intersections of all <br />roadways within the park. <br />(7) Off-street parking shall be provided within the park in accordance with the standards <br />for multifamily housing found in this chapter. <br />(8) The addresses of all lots within a manufactured home park shall be clearly marked <br />on the lot with a minimum of six -inch -tall numbers, made of reflective material or <br />artificially illuminated, and clearly visible from the street. <br />31 <br />
