ORDINANCE NO. 2003-378 <br />AN ORDINANCE OF THE CITY OF HUGO, WASHINGTON COUNTY, <br />MINNESOTA, AMENDING THE COMPREHENSIVE LAND USE REGULATIONS <br />BY ESTABLISHING A FUTURE CENTRAL BUSINESS ZONING DISTRICT <br />Section 1. The City Council of the City of Hugo does hereby amend the Comprehensive <br />Land Use Regulation by adding the following: <br />1150-010.1 PURPOSE: The Future Central Business District (FCBD) represents transition <br />areas that have been identified as practical and generally suitable for future development as part <br />of downtown Hugo. The purpose of the Future Central Business District is to provide a holding <br />zone until a landowner makes application for development, at which time the City may rezone <br />the affected property consistent with the downtown plan, provided the development does not <br />result in the premature extension of public utilities or impede planned road improvements. <br />Residential land uses will be allowed to continue pending future redevelopment consistent with <br />the City's downtown plan. <br />1150-020.1 PERMITTED USES: The following are permitted in the FCBD District: <br />Subd. 1 Daycare Facilities, state licensed, as defined by statute (refer to Sec. 1195- <br />200.1) <br />Subd. 2 Essential Public Services (refer to Sec. 1195-230.1) <br />Subd. 3 Governmental Services (refer to Sec. 1195-320.1) <br />Subd. 4 Recreational Fields, Structures, and Buildings, City of Hugo only <br />Subd. 5 Residential Facility (Community Residence) with one to six individuals <br />(refer to Sec. 1195-180.1) <br />Subd. 6 Single Family Detached Residential Dwellings (refer to Sec. 1195-670.1) <br />11150-030.1 ACCESSORY USES: The following are permitted accessory uses in FCBD <br />District. <br />Subd. 1 Accessory Buildings (refer to Sec. 1195-030.1) <br />Subd. 2 Garages, private (refer to Sec. 1195-300.1) <br />Subd. 3 Home Occupations (refer to Sec. 1195-330.1) <br />
