<br />WHEREAS, the City Council has assessed
<br />j the publisher, or the publisher's designated agent, being duly sworn, on
<br />the progress made in addressing the items Iden-
<br />tified in the original interim ordinance adopted by
<br />publisher, or the publisher's designated agent and

<br />WHEREAS, the City Council finds additional
