S <br />CITY OF HUGO <br />WASHINGTON COUNTY, MINNESOTA <br />ORDINANCE NO. 2000- .? �// <br />AN ORDINANCE APPROVING A NINE MONTH EXTENSION OF THE INTERIM <br />ORDINANCE ESTABLISHING A TEMPORARY DEVELOPMENT MORATORIUM ON <br />RESIDENTIAL DEVELOPMENT WITHIN THE METROPOLITAN URBAN SERVICE AREA. <br />WHEREAS, the City Council is considering whether additional time is needed to address <br />and continue work on the items identified in the interim ordinance as adopted by the City Council <br />on August 2, 1999, as follows: <br />1. City Staffing Requirements. While the City recently hired a Community <br />Development Director, the existing City Staff cannot complete the update to the <br />Comprehensive Plan and other tasks identified in the Interim Ordinance if Staff's <br />time is being spent reacting to development proposals. <br />2. City Space. While the City has begun the process of evaluating space needs for <br />City Hall and other facilities, the City has not made any decisions on how to address <br />the shortage of space. The City has evaluated possible locations for a new City Hall, <br />but has not resolve the question of whether and how to acquire new space. As noted <br />in the Interim Ordinance, the absence of sufficient space negatively affects the <br />City's ability to administer its official controls. <br />3. Water Issues. The City is in the process of addressing its water needs. The City is <br />currently drilling test wells in order to find a suitable location for a new well. <br />Additionally, the City is in the process of finding a site in which to construct a new <br />water tower. Neither the well nor water tower will be operational within the next <br />year. Without the new well and water tower, the City's water supply and <br />distribution system may not be capable of providing adequate water pressure for fire <br />flows to new residential subdivisions. If new residential subdivisions are approved, <br />there may be uncertainty as to whether they can be properly served by water. <br />Establishment of a new well will eliminate these questions and ensure that the <br />public health, safety and welfare are met. <br />4. City Zoning and Subdivision Standards. The City has not had an opportunity to <br />re-examine its official controls to determine if changes are needed. Specifically, the <br />City is considering, among other things, changes to lot size and density criteria and <br />has not formalized its policies or changes in that respect. Any work on the official <br />controls should occur after the City completes the update to its Comprehensive Plan. <br />State law requires consistency between the City's official controls and its <br />Comprehensive Plan.
