encourage more creative thinking in developments. <br />A question has arisen as to whether PUDs are being <br />used in Hugo to foster creativity, or whether they <br />are being used simply for the purpose of creating <br />as many residential lots as possible. The City is <br />aware that some jurisdictions have a rule limiting <br />the density within PUDs to that density which would <br />be allowed pursuant to the underlying zoning <br />classification. The City needs to study this issue <br />to determine whether or not changes need to be made <br />to this standard. <br />3. Lot Sizes. Currently, the minimum lot size in the <br />City of Hugo is 10,400 square feet. The City is <br />aware that other neighboring cities have much <br />larger minimum standards. The City needs to make a <br />policy decision as to whether or not the current <br />lot size standard is sufficient. Specifically, <br />does the City want larger lots, or does the City <br />wish to remain committed to smaller lots, which <br />tend to also equate into more affordable lots for <br />starter homes. This issue needs to be studied and <br />a decision made. <br />4. Open Spaces. As residential development is <br />happening at a much faster rate than anyone <br />anticipated, the question is whether or not <br />sufficient open spaces are being preserved for <br />future generations. This issue needs to be <br />studied. <br />There is a need for the City Council to adopt an Interim <br />Ordinance to protect the planning process and the health, safety <br />and welfare of the residents of the City of Hugo. An Interim <br />Ordinance or moratorium will allow the City of Hugo and its <br />citizens to retain the benefits of the City's Comprehensive Plan <br />and Zoning Ordinance until the City finishes the studies referenced <br />herein. There is a need to restrict residential development within <br />the Metropolitan Urban Service Area until such studies are <br />finished, and until any changes are made to the City's official <br />controls. As such, the Hugo City Council, contemporaneously with <br />the passing of this Ordinance, hereby directs its City staff to <br />commence such studies immediately. <br />Section 2. The moratorium approved herein shall apply only to <br />residential development occurring within the Metropolitan Urban <br />Service Area. The City of Hugo believes that, by narrowing the <br />scope of the moratorium to this single type of development and <br />within a specific geographical area of the City will help to allow <br />development to take place in other places and other ways, thus <br />providing the most minimum intrusion possible into the future <br />development of land in the City.
