theory. If a reliable and accurate methodology can <br />be determined, then it would be the intent of the <br />City to accept that one methodology in reviewing <br />future applications. This would provide for a more <br />fair and uniform method of reviewing all <br />applications and also would save precious City <br />staff time. <br />3. System Requirements. The City is currently <br />studying the issue of whether or not the current <br />system requirements are adequate to deal with <br />existing homes which are already on line. The <br />study needs to go further to determine how future <br />development will affect the existing system. That <br />report will need to define physically how the <br />system can be added on to to deal with the influx <br />of residential development. For example, are <br />additional water towers necessary and, if so, where <br />will they be located and how will they be paid for? <br />Could there be some other physical improvements to <br />the system, short of a water tower, such as new <br />wells which would be sufficient (and less costly) <br />in order to improve the water system (and, if so, <br />where would those wells be located). <br />D. City Zoning and Subdivision Standards. Through the <br />influx of residential development, debate has gone on as <br />to the existing standards currently in existence for the <br />City. The City Council believes that, in order to <br />properly deal with future development, the standards <br />should be revisited as soon as possible. Specifically, <br />at least the following issues should be addressed" <br />Rev. 08/17/99 <br />1. Roads. Currently Hugo allows private roads to be <br />constructed in developments in certain <br />circumstances. The City is aware that other <br />communities do not allow private roads. Private <br />roads tend to be constructed to a narrower width <br />than public roads. This allows developers to place <br />more residential homes on a given piece of <br />property. The end result is that more homes are <br />using roads which are narrower. Additionally, at <br />the end of the expected useful life of these roads, <br />those homeowners are then to be expected, on their <br />own, to pay for improvements of those roads to the <br />then existing standards. The City needs to address <br />whether the City should change its policy to <br />prohibit private roads, including considering the <br />pros and cons of each alternative. <br />2.
