RESOLUTION 2015-30 <br />APPROVING A FINAL PLAT AND DEVELOPMENT AGREEMENT FOR ELEMCREST <br />INVESTMENTS LLC, FOR FABLE HILLS 4TH ADDITION <br />WHEREAS, ElmcrestInvestments LLC, has requested approval of a final plat for the property <br />legally described as follows: <br />Outlot A, Fable Hills 3rd Addition <br />WHEREAS, the Planning Commission has reviewed the preliminary plat at a duly called public <br />hearing and recommended approval of the preliminary plat; and <br />WHEREAS, the City Council approved the preliminary plat at its meeting on June 1, 2015, <br />NOW, THEREFORE, BE IT HEREBY RESOVLED BY THE CITY COUNCIL OF THE CITY <br />OF HUGO, MINNESOTA, that it should and hereby does approve the request by Elmerest <br />Investments, LLC, for a final plat, subject to the following conditions: <br />The final plat is approved to allow the creation of 26 single family lots (villa units) and 3 <br />outlets, in accordance with the plans and application received by the City on February 11, <br />2015, March 26, 2015, April 17, 2015, May 26, 2015, and May 27, 2015, except as <br />amended by this resolution. <br />2. The final plat approval is contingent upon the PUD amendment and preliminary plat <br />approval for Fable Hill 4"' Addition. <br />3. Development standards shall comply with Resolution 2002-40, as amended. <br />4. The development standards shall comply the PUD amendment and preliminary plat <br />approvals granted by the City on June 1, 2015. <br />5. The developer shall comply with all conditions outlined in the City Engineer's memo <br />dated May 6, 2015 and May 27, 2015. <br />6. The plat shall comply with the City's street naming system, except as otherwise approved <br />by the City Council. Staff will continue to work with the applicant on the street names. <br />7. Outlet A will be used for stormwater management and a trail, and shall be dedicated to <br />the City. Outlet B will be used for stormwater management and shall be dedicated to the <br />City. Outlet C will include a portion of a wetland and will be used for future phases of <br />the development. <br />S. The park dedication requirement shall be met by improvements to the park (Outlot A, <br />Fable Hill), plans received on May 8, 2015, in lieu of a park dedication fee for the first 26 <br />
