Hugo City Council Meeting Minutes for January 6,2015 <br /> Page 8 of 10 <br /> Discussion on Fiona Avenue/125th Street Speed Limits <br /> Resident Mike Gallivan, 12493 Forest Boulevard, had submitted a letter on behalf of neighbors <br /> regarding the current speed limit on Fiona Avenue and 125th Street. The residents requested the <br /> limit be reduced to 30-35 mph citing it as a safety issue. At the December 15, 2015 meeting, <br /> Council tabled this item to allow staff to evaluate it and come back with a recommendation. <br /> City Engineer Jay Kennedy explained that State Statutes govern speed limits and those that do <br /> not meet specific definitions are set at 55 mph. There are areas of statute that allow urban <br /> districts to be set at 30 mph,and rural residential districts to be set at 35 mph if certain criteria <br /> are met. Both roads meet the criteria for a Rural Residential District. Jay explained that the <br /> Council could motion to request a speed study be conducted by MN DOT or define 125th and <br /> Fiona as a Rural Residential District,done by resolution. A road in the Rural Residential District <br /> could be posted at a 35 mph speed limit. Jay added that he didn't expect a speed study to yield a <br /> speed limit to lower than 35. <br /> Weidt, seconded by Miron,to direct staff to prepare a resolution designating that area of 125th <br /> Street and Fiona as a Rural Residential District for approval at the next Council meeting. <br /> All Ayes. Motion carried. <br /> Update on the Yellow Ribbon Network <br /> Council Member Chuck Haas and Phil Klein reported to Council on the Yellow Ribbon Network <br /> activities held recently. Haas reminded everyone that there are still National Guard troops <br /> deployed in Egypt,Africa,and Kuwait. He informed everyone that on Saturday,January 17, <br /> 2015 volunteers are needed at Holman Field for Hockey Day. Also,January 28th is hamburger <br /> night,and the sponsor will be Lake Area Bank. <br /> Thank You to the City of Sanibel.FL <br /> Haas added this item to the agenda to talk about the support he has received from the staff at <br /> Sanibel City Hall in helping him attend Hugo City Council meetings remotely. He requested <br /> Council consider having staff draft a letter to be signed by Mayor Weidt thanking the staff at <br /> Sanibel, FL for all they are doing. <br /> Haas made motion,Klein seconded,to send a letter of Thanks to Sanibel. <br /> All Ayes. Motion carried. <br /> Warm Hearts for Charity Event on Saturday.January 17.2015 <br /> City Administrator Bryan Bear reminded Council that the Hugo Area Business Association will hold <br /> their annual Warm Hearts for Charity Event at the Hugo American Legion on Saturday,January 17, <br /> 2015 from 5-8 p.m. Proceeds from this event help support American Diabetes,Alzheimer's,Autism <br /> Research,Good Neighbors Food Shelf, Hugo Lions,and other charities. At its December 15, 2014 <br /> meeting,Council had scheduled this as a Council meeting to attend the event. <br />
