Hugo City Council Meeting Minutes for February 2,2015 Page 3 of 11 Approve Appointment of Bronwen Kleissler as Vice Chair of the Planning Commission Annually,the Planning Commission makes a recommendation to the Council on the appointment of the Vice Chair of the Commission. Bronwen has served as Vice Chair since January 2005. Adoption of the Consent Agenda approved the appointment of Bronwen Kleissler as Vice Chair of the Planning Commission for 2015. Approve Agreement with Washington County for CSAH 7/8 Intersection Improvements Staff had drafted an agreement between the City of Hugo and Washington County related to the improvements to the CSAH 7/8 intersection project. The agreement states that the City will complete the project and be reimbursed by the County. There is also a provision for the City to charge the County for Hugo staff time for construction inspection. Adoption of the Consent Agenda approved the agreement with Washington County related to the CSAH 7/8 intersection project. Approve Spring and Fall Cleanun Dates for April 25 and October 3.2015 Public Works Director Scott Anderson has worked with Washington County to secure Saturday, April 25th and October 3rd for the spring and fall cleanup dates. As in the past,the event will take place at the Public Works Building from 8 a.m. to noon. Adoption of the Consent Agenda approved April 25 and October 3 as the spring and fall Citywide Cleanup Dates for 2015. Approve Contract with Scandia for Administration of the State Building Code The City of Scandia had requested a proposal from the City of Hugo to provide the functions of a building official for their city. Staff drafted a contract similar to the one the City of Hugo has with the City of Lake Elmo. According to the contract,the City of Hugo would provide plan reviews, inspections, scheduling,and reporting for all building permits issued by Scandia.The Scandia City Council considered it at their meeting on January 20,2015 and approved the contract. Adoption of the Consent Agenda approved the contract with Scandia for administration of the State Building Code to be effective February 11,2015. Approve March 16.2015 for Public Hearing on the Storm Water Pollution Prevention Program(SWPPPI As part of the requirements for the City's Municipal Storm Water Permit,the City is required to hold a public informational meeting to receive public comment on the City's SWPPP. Public notice needs to be published in the official City newspaper, and staff will post it on the City's website. Adoption of the Consent Agenda approved the SWPPP public hearing to be held on March 16,2015.
