Hugo City Council Meeting Minutes for February 2,2015 <br /> Page 4 of 11 <br /> Approve Resolution Declaring 125th and Fiona Avenue North as a Rural Residential <br /> District <br /> At its January 6,2015 meeting,the Council responded to a letter from residents on 125" Street <br /> and Fiona Avenue requesting the speed be reduced to 30-35 miles per hour on both roads for <br /> safety reasons. City Engineer Jay Kennedy had explained that State Statutes allows areas to be <br /> designated as Rural Residential Districts if roads in the area meet certain criteria; they could <br /> then be posted at 35 miles per hour speed limit. Staff found that both roads met this criteria and <br /> the area could be defined as a Rural Residential District by resolution. Council had directed <br /> staff to prepare a resolution designating that area of 125d' Street and Fiona as a Rural <br /> Residential District. Adoption of the Consent Agenda approved RESOLUTION 2015-2 <br /> ESTABLISHING A REVISED SPEED LIMIT ON PORTIONS OF 125TH STREET AND <br /> FIONA AVENUE. <br /> Approve Temporary Hiring of Matthew Perrault and Amber Lozier for Laserfiche <br /> Project <br /> The City Clerk's office has begun scanning documents into Laserfiche for retrieval and archive <br /> purposes. Due to the volume of documents to be scanned, staff is requesting the assistance of <br /> two part-time employees to work temporarily for document imaging. Both Matthew Perrault <br /> and Amber Lozier have experience in working with Laserfiche. Adoption of the Consent <br /> Agenda approved the temporary hiring of Matthew Perrault at 25 hours per week and Amber <br /> Lozier at 15 hours per week for six months beginning in February,2015 at an hourly wage of <br /> $10.00. <br /> Approve Resolution Receiving Feasibility Report and Calling for Public Hearing on the, <br /> Proposed Rice Lake Meadows Street Reconstruction Project <br /> At its December 16,2014 meeting,Council directed staff to prepare a feasibility report related to <br /> the Rice Lake Meadows Street Improvement Project. Adoption of the Consent Agenda approved <br /> RESOLUTION NO.2015-3 RECEIVING FEASIBILITY REPORT AND CALLING FOR THE <br /> PUBLIC HEARING ON THE PROPOSED RICE LAKE MEADOWS STREET <br /> IMPROVEMENT PROJECT. <br /> Approve Review of Bald Eagle Sportsman Association CUP <br /> The Bald Eagle Sportsman Association(BESA)has a Special Use Permit(SUP)to operate a gun <br /> club on property located at 6557 125th Street. Condition 19 of the permit states that it shall be <br /> reviewed prior to December 1'of the even-numbered years,or if the SUP is amended or <br /> violated. Staff visited the gun club on January 9,2015.There were no changes on the property. <br /> At its January 22,2015 meeting,the Planning Commission considered the request.The Planning <br /> Commission agreed that that the association was in compliance with its SUP and recommended <br /> Council approve the review of the SUP. Adoption of the Consent Agenda approved the review <br /> of the SUP for BESA. <br />
