Hugo City Council Meeting Minutes for March 16,2015 <br /> Page 3 of 6 <br /> Approve Special Event Permit for 2015 Senior Games 5K& 10K Bike Race <br /> An application has been submitted by the National Senior Games Association(NSGA)to hold a <br /> portion of the 2015 National Senior Games in Hugo. The Games are a 19-sport,biennial <br /> competition for men and women age 50 and over and is the largest multi-sport event in the world <br /> for seniors.NSGA is requesting to hold the 10K biking event in Hugo on Saturday July 11th from <br /> 9 a.m.— 11 a.m.and the 5K on Sunday,July 12th from 12:30 p.m.—3:00 p.m. Approximately <br /> 450 bikers are expected at each event. The route will begin at the Withrow Elementary School <br /> and travel north on Keystone Avenue(CSAH 57)to 152nd Street and back for the 10K. For the <br /> 5K,riders will turn around just north of 140th Street. Full closure of the bike route is necessary. <br /> Approximately 35 Hugo residents live along the route and will be notified by mail 30-days prior <br /> to the event. NSGA has worked closely with Washington County to provide for officers to help <br /> with traffic management along the detour routes. Adoption of the Consent Agenda approved the <br /> Special Event Permit for National Senior Games subject to the conditions listed in the permit. <br /> Approve Purchase of Public Works Department Water Truck <br /> For many years,the Public Works Department has been renting a water truck to assist in the <br /> maintenance of the City's gravel roadways. The application of water to gravel roads is critical to <br /> the success of the City's chloride dust control program. In the past,when there is insufficient <br /> moisture in the gravel,the City has been forced to rent a water truck to assist in this maintenance <br /> activity. This truck rental can be quite costly for the city. Over the past five years,the City has <br /> spent$47,062.37 on the rental of the water truck. Public Works Director Scott Anderson, is <br /> recommending Council approve the purchase plan for a used water truck. The purchase of a <br /> water truck is something the Public Works Department has been planning for quite some time. <br /> Included in the City's equipment purchasing fund is money for the purchase of a used 4,000 <br /> gallon water truck. Adoption of the Consent Agenda approved the search for and purchase of a <br /> used 4,000 gallon water truck ranging from$50,000- $70,000. <br /> Storm Water Pollution Prevention Program(SWPPP)—Senior Engineering Technician <br /> Steve Duff <br /> Each year,the City of Hugo is required to hold a public hearing in order to take public comment <br /> on the City's Stormwater Pollution Prevention Plan (SWPPP)as part of the City's MS4 NPDES <br /> permit with the Minnesota Pollution Control Agency. The City scheduled a public hearing for <br /> this evening to present and discuss the Storm Water Pollution Prevention Plan(SWPPP). Senior <br /> Engineer Technician Steve Duff presented the SWPPP to the Council outlining the City's <br /> activities as a result of implementing the SWPPP. <br /> Mayor Weidt opened the public hearing to take public comment on the City's SWPPP. There was <br /> no one in attendance who wished to speak. Weidt closed the public hearing. <br /> The public hearing is a statutory requirement, and there was no additional action taken by <br /> Council. <br />
