The City currently has a roadway and utility easement extending south from <br /> Greystone Avenue along the west 30 feet of the vacant parcel. Staff recommends approval of the <br /> resolution approving the use agreement for Christopher and Torrie Johnson to allow construction <br /> of a driveway,subject to the items outlined in the agreement and review and approval by the City <br /> Attorney. Adoption of the Consent Agenda approved RESOLUTION 2015-20 APPROVING A <br /> USE AGREEMENT FOR CHRISTOPHER AND TORRIE JOHNSON TO ALLOW <br /> CONSTRUCTION OF A DRIVEWAY WITHIN ROADWAY AND UTILITY EASEMENT <br /> ON THE PROPERTY LOCATED AT SOUTH OF 175TH STREET AND EAST OF <br /> GREYSTONE AVENUE NORTH. <br /> Approve Resolution Approving Amendments to Designated Municipal State Aid Street <br /> System <br /> The City has an opportunity each year to make adjustments to its state-aid roadway system. The <br /> City's overall roadway mileage increased in 2014 as properties developed,which allows the City <br /> to designate additional mileage to its state-aid system. The City Engineer is recommending that <br /> Homestead Avenue between 132nd Street and CSAH 8 be added to the system for 2015,which <br /> needs to be finalized through adoption of a resolution by the City Council. Adoption of the <br /> Consent Agenda approved RESOLUTION 2015-21 APPROVING AMENDMENTS TO THE <br /> DESIGNATED MUNICIPAL STATE AID STREET SYSTEM. <br /> CSAH 7/8 Intersection Update <br /> Washington County Project Manager Becky Haydon provided an update regarding CSAH 7/8 <br /> intersection project. Becky explained the project was in Washington County's five-year CIP for <br /> 2017 but with the partnership of the City,the project is able to be done this year. She explained <br /> how the project would be built and their plan to completely close CSAH 8,partially due to the <br /> need to relocate utilities. With the road closed,the project could be completed in 1-2 weeks,and <br /> it would be safer for workers and motorists. The Council will be seeking state aid approval for <br /> funds in June,City Council will award the bid in July and construction will begin in August. <br /> The project will be paid for by the County. <br /> The Council thanked Becky for the update,and Washington County Commissioner Fran Miron <br /> spoke briefly about road projects in the County. <br /> No formal action was necessary. <br /> April 9.2015 Water Summit Update <br /> City Administrator Bryan Bear provided a recap of the second Water Summit hosted by the City <br /> of Hugo on April 9,2015. This meeting was attended by 45 community leaders to discuss water <br /> issues relating to the White Bear Lake settlement agreement and current bills being considered in <br /> this legislative session. Bryan said he felt there was good in depth discussion,and good <br /> feedback was given to the DNR on a bill(S.F. 1910)that will be considered by the legislators. <br /> Council talked about how the water summit group was organized similar to the I-35 W/E <br />
