Hugo City Council Meeting Minutes for April 20,2015 <br /> Page 4 of 8 <br /> Approve Resolution Approving Interim Use Permit for Seasonal Greenhouse Sales—Marier <br /> Steve Marier and Joseph Marier had submitted an interim use permit application and are <br /> requesting approval of a temporary 1,638 square foot(21' x 78')greenhouse for seasonal <br /> outdoor retail sales of plants. The greenhouse will be located on the owner's vacant property <br /> across 146th Street from the feed mill to the south. At its April 9,2015 meeting,the Planning <br /> Commission considered the request and held a public hearing. Staff provided background on the <br /> request and recommended approval to the Planning Commission. There was no one that spoke <br /> during the public hearing except the applicant. The Planning Commission unanimously <br /> recommended approval of the resolution approving the interim use permit for three years for the <br /> temporary greenhouse for seasonal outdoor retail sales. Adoption of the Consent Agenda <br /> approved RESOLUTION 2015-17 APPROVING AN INTERIM USE PERMIT FOR AN <br /> INTERIM USE PEMRIT TO ALLOW A TEMPORARY GREENHOUSE FOR SEASONAL <br /> OUTDOOR RETAIL SALES ON PROPERTY WEST OF HIGHWAY 61 AND SOUTH OF <br /> 146TH STREET NORTH. <br /> Approve Resolution Approving Shore Land Setback Variance on Horseshoe Lake- <br /> Johnson <br /> Christopher and Torrie Johnson had submitted an application requesting a variance to locate a house <br /> 125 feet from the ordinary high water(OHW)mark of Horseshoe Lake,where a 200 foot setback is <br /> required by ordinance. At its April 9,2015 meeting,the Board of Zoning Appeals considered the <br /> request and held a public hearing. There was no one that spoke during the public hearing except the <br /> applicant. The Board agreed that the request met the criteria necessary to approve a variance and <br /> recommended approval of the resolution to the City Council. Adoption of the Consent Agenda <br /> approved RESOLUTION 2015-18 APPROVING A VARIANCE TO ALLOW CONSTRUCTION <br /> OF A HOUSE WITHIN THE SHORELAND SETBACK REQUIREMENT ON HORSESHOE <br /> LAKE FOR PROPERTY LOCATED SOUTH OF 174th STREET AND EAST OF GREYSTONE <br /> AVENUE NORTH. <br /> Approve Resolution Approving Building Height Variance on Horseshoe Lake—Johnson <br /> Christopher and Tome Johnson had submitted an application requesting a variance to have a <br /> maximum structure height of 35 feet,where 25 feet is required by ordinance on Horseshoe Lake. <br /> At its April 9, 2015 meeting,the Board of Zoning Appeals considered the request and held a <br /> public hearing. Staff provided background on the request and recommended approval. There <br /> was no one that spoke during the public hearing,except the applicant. The Board agreed that the <br /> request met the criteria necessary to approve a variance and recommended approval of the <br /> resolution to the City Council. Adoption of the Consent Agenda approved RESOLUTION <br /> 2015-19 APPROVING A VARIANCE TO ALLOW CONSTRUCTION OF A HOUSE ABOVE <br /> THE MAXIMUM STRUCTURE HEIGHT ON HORSESHOE LAKE FOR PROPERTY <br /> LOCATED SOUTH OF 174th STREET AND GREYSTONE AVENUE NORTH. <br /> Approve Resolution Approving Use Agreement for Driveway-Johnson <br /> Christopher and Torrie Johnson had submitted an application requesting approval of a use <br /> agreement to locate a driveway within an existing roadway and utility easement to access a home <br /> proposed to be built on a vacant land-locked parcel.
