Hugo City Council Meeting Minutes for June 1,2015 <br /> Page 5 of 8 <br /> Update on Washington County Library Strategic Plan, <br /> The Washington County Library is developing their Strategic Plan for the future of Washington <br /> County Libraries. In 2014,the County Board asked for a review of the County's model for the <br /> Library's services. Last December,a 17 member planning stakeholder committee was <br /> established. Parks Planner Shayla Denaway explained that the stakeholder group has met twice <br /> and will continue to meet throughout the year. Library Strategies was contracted who will work <br /> to engage the community. The County will be doing a mailed survey,and will hold"Rapid <br /> Results Workshops"on the draft strategic plan. An implementation plan will be drafted with the <br /> help of County staff. The County held a public forum in Cottage Grove on May 27th and will <br /> hold another one on Thursday,June 4 at the Washington County Government Center in <br /> Stillwater from 7-9 p.m. The purpose of the forum is to gather input from the general public to <br /> be sure the libraries system is accessible and meets the needs of the public. Rapid Results <br /> Workshops will be held in July. <br /> Haas questioned whether they will be seeing clear and concise statements on the plan and how <br /> they will be moving forward. Haas talked about representation of the school districts in Hugo <br /> stating he wanted all districts to be involved. <br /> Petryk asked that the stake holder meetings in July be scheduled as a meeting. <br /> Lqiislative Update <br /> City Administrator Bryan Bear provided Council an update on recent developments at the <br /> legislature concerning the railroad shortline repair,water supply plans, Metro area water supply <br /> planning,and the bonding bill. The Legislative Session had ended on May 18t. The Governor <br /> had vetoed the Economic Development&Jobs Bill and the Environment and Education Bills. A <br /> comprehensive Transportation Bill was not agreed upon,but a bare bones"lights on" <br /> Transportation Bill was approved. There is no bonding bill at this time,which had included <br /> $1,000,000 to be appropriated for the City of Hugo to design and construct storm water reuse <br /> projects in the City. Bear talked about the bill related to water supply planning. The entity to <br /> responsible for regional water supply planning will now include an advisory committee to report <br /> to legislators, and the plan would be advisory only. He explained that the railroad improvements <br /> were included in the last minute"lights-on"transportation bill for$145,000 to make temporary <br /> repairs,but a permanent solution is still needed. Representative Linda Runbeck, Senator Roger <br /> Chamberlain, and Representative Matt Dean have been great to work with. <br /> Weidt made motion,Haas seconded,to draft letter to the Legislators thanking them for their <br /> efforts at the capitol in representing the citizens of Hugo. <br /> All Ayes. Motion carried. <br /> Update on Water Reuse Projects <br /> During the past legislative session, Hugo representatives had introduced a request for funding of <br /> Hugo's water reuse project. These project will reduce the use of ground water by using <br /> stormwater for irrigation. Unfortunately, the Bonding Bill did not pass,and though a special <br />
