Hugo City Council Meeting Minutes for June 1,2015 <br /> Page 6 of 8 <br /> session is expected,the inclusion of money for Hugo's projects will not likely happen. <br /> WSB Engineer Jay Kennedy discussed with the Council the next steps on the water reuse <br /> projects. The fmal design is in progress for Beaver Ponds, and bids would be obtained for <br /> construction this summer. Staff will develop policy framework for Council discussion on non- <br /> city systems such as Water's Edge and the future Clearwater Cove. Water's Edge and CSAH 8 <br /> median water reuse projects could be done this fall. The city has applied for funds through <br /> Legislative-Citizen Commission on Minnesota Resources(LCCMR) for these projects. Funding <br /> decisions will be made in October,2015 with funds available July 1,2015. <br /> The Council agreed that the City needs to continue to be proactive and remain at the forefront <br /> and aggressive on the City's conservation issues. <br /> Approval of Stormwater Management Plan <br /> Eric Maas, Engineer at WSB Engineering,presented to Council the draft Stormwater <br /> Management Plan. The Planning Commission had unanimously recommended approval of the <br /> plan after the Planning Commission held a public hearing at its May 14,2015 meeting. Eric <br /> explained that this plan is used as a guide to the City on administration and implementation of all <br /> stormwater management activities within the City. The draft is based on the goals and policies of <br /> the watershed districts and the Met Council plan requirements. The goals and policies section of <br /> the plan are geared towards achieving the City's water conservation efforts and goals. <br /> There was discussion regarding the rule added by the Rice Creek Watershed District to accept <br /> and review the regional management plans. The City is requesting to continue to be the <br /> permitting authority. Also discussed was using regional infiltration systems to build up credits <br /> instead of having infiltration ponds and the maintenance of Judicial Ditch 3. Haas talked about <br /> the$40,000 the City has received annually since 1999 for the maintenance of JD 2 and <br /> questioned what percentage it was of taxpayer watershed dollars. Haas stated it is important to <br /> consider what the taxpayers are getting for what they pay. Haas asked WSB to look into their <br /> records and see what was charged in 1999 compared to today. <br /> Watershed Board Member John Waller was in attendance and pointed out that inflation had <br /> never been factored in for JD2 maintenance. He also talked about and the process of a repair <br /> petition for the JD3 ditches. John, also talked about the urban renewal program and possible <br /> grant money opportunities coming up. <br /> Hass made motion, Klein seconded to approve RESOLUTION 2015-31 A RESOLUTION OF <br /> THE CITY COUNCIL OF THE CITY OF HUGO APPROVING THE STORMWATER <br /> MANAGEMENT PLAN FOR THE CITY OF HUGO, and forward it to the Met Council. <br /> All Ayes. Motion carried. <br /> Yellow Ribbon Network Update <br /> Council Member Chuck Haas and Phil Klein reported to Council on the City of Hugo's Yellow <br /> Ribbon Network activities. The YRN had sent packages to a marine platoon on their 4th <br /> deployment, and Haas provided suggestions for wish-list items Haas had attended the fmal flight <br />
