Hugo City Council Meeting Minutes for July 6,2015 <br /> Page 3 of 6 <br /> Approve Temporary Liquor License for North Star Gay Rodeo at Dead Broke Arena on <br /> July 25-26 <br /> The North Star Gay Rodeo had submitted an application for a Temporary Liquor License for <br /> their event on July 25-26, 2015 at the Dead Broke Arena. The event will be held under the <br /> conditions of the Conditional Use Permit issued to Dan Ramberg for his property located at 5676 <br /> 170t Street North. The North Star Gay Rodeo Association is a charitable organization and <br /> would like to sell alcohol during the event. Adoption of the Consent Agenda approved the <br /> Temporary Liquor License for the North Star Gay Rodeo event on Saturday and Sunday,July <br /> 25-26, 2015. <br /> Approve Final Pay Request from Arnt Construction Company for Rosemary Way <br /> Arnt Construction Company had submitted the fourth and fmal pay request for work done on the <br /> Rosemary Way Street and Utility Project. Senior Engineer Technician Steve Duff has reviewed <br /> the pay request and finds it to be satisfactory for work done. Adoption of the Consent Agenda <br /> approved payment in the amount of$99,437.01 to Arnt Construction Company. <br /> Approve Notice of Decision for Wetland Replacement and Banking for Bald Eagle Lake <br /> Dam Project <br /> The reconstruction of the Bald Eagle Lake outlet structure under 129th Street North will result in <br /> the filling of 0.02 acres of Water Conservation Act(WAC)wetlands and 0.11 acres within the <br /> bed of public waters. Due to the nature of the safety improvements, it is proposed that the <br /> wetland impacts be mitigated through the Board of Water and Soil Resources(BWSR)Wetland <br /> replacement road bank. The MN Department of Natural Resources issued the dam safety permit <br /> authorizing DNR wetland impacts be mitigated through the BWSR wetland road replacement <br /> bank program,and it is anticipated that the U.S. Army Corps of Engineers will issue a permit for <br /> the project that uses the BWSR wetland replacement road bank to mitigate for wetland impacts. <br /> Adoption of the Consent Agenda approved the application for wetland impact replacement and <br /> the Notice of Decision. <br /> Approve Hiring of Intern Rachel Leitz as Community Development Assistant <br /> Rachel Leitz was hired as a Community Development intern on January 12, 2015. Rachel is the <br /> fourth intern to work in the Community Development Department since the departure of fulltime <br /> CD Assistant Dennis Fields in February,2012. With the increase in workload in the CD <br /> Department,staff feels it is now time to fill the fulltime permanent position,and City <br /> Administrator Bryan Bear recommended the hiring of Rachel Leitz. Adoption of the Consent <br /> Agenda approved the hiring of Rachel Leitz as the new full-time Community Development <br /> Assistant. <br /> Approve Resolution Approving Waters Edge 5*'Addition Final Plat and Development <br /> Agreement <br /> OP3 Prairie Village,LLC,requested approval of a final plat and development agreement in order <br /> to plat 13 single family residential lot.The project,to be known as"Waters Edge 5th Addition", <br /> is located north of 159th Street and west of Oneka Parkway.The site is currently a vacant piece <br />
