Hugo City Council Meeting Minutes for July 6,2015 <br /> Page 5of6 <br /> property is a recycling center, and per City ordinance recyclables need to be stored in a building <br /> or in a container with a lid or cover, and no waste matter or recyclable material shall accumulate <br /> loose on a property. It was questioned whether we would be violating our own ordinance if we <br /> allowed it. City Attorney Dave Snyder stated that under the current code, storage on ground is <br /> prohibited. An option would be to request a text amendment,and as part of this process, it is <br /> important to remember what problems the City is aiming to solve. <br /> Bryan stated that the property owner has submitted an application for an amendment to the site <br /> plan that was approved as part of their Conditional Use Permit. Primary discussion will be about <br /> the need of a place on site to sort scrap. A public hearing will likely be held at the Planning <br /> Commission in August. The purpose of the meeting this evening is to have an enforcement <br /> hearing on the violation. <br /> Weidt stated he was impressed by the improvements on the site and would like to go through the <br /> Conditional Use Permit amendment process before holding an enforcement hearing. <br /> Weidt made motion, Klein seconded,to delay the enforcement hearing to allow the applicant to <br /> proceed through the amendment process. <br /> All Ayes. Motion carried. <br /> Yellow Ribbon Network Update <br /> Council Members Chuck Haas and Phil Klein provide an update on the City of Hugo's Yellow <br /> Ribbon Network activities. They congratulated Mark Schwope and the entire Keller Williams <br /> crew for selling 247 burgers at the June Burger Night. A mission group's project will be sending <br /> care packages with the help of the YRN paying postage. The YRN helped a Mahtomedi family <br /> with home repairs while the husband was out on deployment. YRN has been invited to several <br /> promotional ceremonies at the National Guard. Haas encouraged those who wanted to send <br /> packages to go to www.anvsoldier.com for a list soldiers who would like to receive a package. <br /> YRN connected the people from the Department of Corrections Sentence to Serve to a family in <br /> need of firewood. The YRN connected Coats Trailer Sales to veterans who need employment. <br /> Schedule Midyear Budget Review Workshop <br /> Annually,the City Council schedules a mid-year budget review in order to allow the Council to <br /> accept information from the Finance Department regarding the City's year-to-date finances as <br /> well as to review some target objectives for the next year's budget. Finance Director Ron Otkin <br /> had suggested a meeting be held the third or fourth week of August. <br /> Weidt made motion,Miron seconded,to schedule the Midyear Budget Review for Monday, <br /> August 24,2015 at 6 p.m. <br /> All Ayes.
