Hugo City Council Meeting Minutes for August 3,2015 <br /> Page 3 of 6 <br /> Approve Pay Request No.1 to Arnt Construction for the Rice Lake Meadows/Finale <br /> Avenue Roadway Extension Project <br /> The City has received Pay Request No. 1 from Arnt Construction for the Finale Avenue and Rice <br /> Lake Meadows Street Improvement Project. Staff has reviewed the request and finds it <br /> satisfactory for work completed to date. Adoption of the Consent Agenda approved Pay Request <br /> No. 1 to Arnt Construction for$260,588.62. <br /> Approve Resolution Approving Variance for Accessory Building for Rawson at 12686 <br /> Iersoll Ave.N. <br /> John Rawson is requesting two variances for an accessory building on his property located at <br /> 12686 Ingersoll Avenue North. The first variance is to allow a front yard setback for the <br /> building to be at 15 feet, where 40 feet is required by ordinance. The second variance to allow <br /> the building to be placed in the front of the house,where the ordinance states that accessory <br /> buildings shall not protrude in front of the principal building. The footprint of the building is <br /> proposed to be 1,200 square feet. At its July 23,2015 meeting,the Board of Zoning Appeals and <br /> Adjustment considered the request and held a public hearing. Staff provided background on the <br /> request and recommended approval. There was no one that spoke during the public hearing <br /> except the applicant. The Board agreed that the request met the criteria necessary to approve the <br /> variance. Adoption of the Consent Agenda approved RESO 2015-36 APPROVING <br /> VARIANCE FOR FRONT YARD SETBACK FOR ACCESSORY BUILDING ON <br /> PROPERTY LOCATED IN THE RURAL RESIDENTIAL ZONING DISTRICT AT <br /> 12686 INGERSOLL AVENUE NORTH and RESO 2015-37APPROVING VARIANCE TO <br /> PLACE ACCESSORY BUILDING IN FRONT OF PRINCIPLE STRUCTURE ON <br /> PROPERTY LOCATED IN THE RURAL RESIDENTIAL ZONING DISTRICT AT <br /> 12686 INGERSOLL AVENUE NORTH <br /> Approve Amendment to Community Development Block Grant Cooperation Agreement <br /> In 2000,the City entered into an agreement with Washington County that authorizes the County <br /> to participate with the City in community development and housing assistance activities in <br /> accordance with the Community Development Block Grant(CDBG)program.This is a U.S. <br /> Housing and Urban Development(HUD)program that provides grants to states and local <br /> government units. The Federal Government requires that cities enter into a cooperation <br /> agreement with the county to participate . HUD is now requiring that participating communities <br /> amend the agreement to include language stating that local units of government may not sell, <br /> trade,or otherwise transfer any portion of CDBG funds that are directly or indirectly received <br /> through this program. Adoption of the Consent Agenda approved the Amendment Number One <br /> of the Washington County Community Development Block Grant Cooperation Agreement. <br /> Approve Resolution Approving Preliminary Plat and PUD for Clearwater Cove <br /> D.R. Horton had requested approval of a Preliminary Plat and Planned Unit Development(PUD) <br /> for a residential development. The property totals 56.3 acres and is comprised of two parcels. <br /> The preliminary plat includes 89 single family residential lots and 7 outlots to be known as <br /> "Clearwater Cove". At its July 23, 2015 meeting,the Planning Commission considered and held <br /> a public hearing on the request. There were several residents that spoke during the public <br />
