Hugo City Council Meeting Minutes for August 3,2015 <br /> Page 5of6 <br /> Update on Bald Eagle Dam Reconstruction Project.Approval of Amendment to Grant <br /> Agreement.and Award of Bid <br /> At its July 20,2015 meeting,the Council received an update on the Bald Eagle Lake Dam <br /> reconstruction project. Bids were received on the project on June 25, 2015 that were higher than <br /> the estimate due to the high cost of construction. The cost of the project was estimated at <br /> $638,000,which was fully funded back in January through MnDOT Bridge Funds,DNR Dam <br /> Safety Funds, and money from the RCWD, Saint Paul Regional Water Services and the City of <br /> Hugo. The project is now estimated to be at$817,000 with permitting. The Council has until its <br /> September 8,2015 meeting to award the bid on this project,or possibly lose some funding. <br /> City Engineer Jay Kennedy provided an update on construction bids and funding stating that the <br /> DNR and MnDOT contributed more funding to close the original funding gap. He recommended <br /> Council approve the amended grant agreement with the DNR for funding and wait until the <br /> August 17,2015 meeting to consider awarding the construction contract. <br /> Haas made motion, Klein seconded,to approve the amended grant agreement with the DNR. <br /> All Ayes. Motion carried. <br /> Update on Washington County Road Obstruction Permitting Process <br /> The City of Hugo and Washington County have received complaints recently regarding bicyclist <br /> along the rural County roads and the permitting of biking events along those roads. Staff has <br /> been in contact with Washington County. City Administrator Bryan Bear provided an update to <br /> council informing them that the Washington County Board will be looking at how they issue <br /> road obstruction permits for biking events. Bryan noted that the use of roads for bike riding is not <br /> prohibited. Haas stated that it is important to let residents know that feedback is being requested <br /> and that their feedback is important. <br /> Metropolitan Area Water Supply Advisory Committee Meeting Update <br /> Haas added this item to the agenda to provide an update on the Metropolitan Area Water Supply <br /> Advisory Committee(MAWSAC)meeting he attended. He talked about the changes made to <br /> give MAWSAC authority to approve the Master Water Supply Plan(MWSP),and they will <br /> report directly to the legislature and not the Met Council. The majority of MAWSAC will be <br /> made up of elected officials. They will also implement a technical advisory committee that will <br /> make recommendations based on technical decisions. Jay also noted that cities are not required <br /> to adhere to the MWSP plan. <br /> Yellow Ribbon Network Report <br /> Council Member Chuck Haas and Council Member Phil Klein provided an update on the Yellow <br /> Ribbon Network activities held recently. Burger Night was sponsored by Mike DeVine from DeVine <br /> Plumbing,and over 100 burgers were served. Xcel Energy is next month's sponsor and he is <br /> looking forward to a good turnout. The YRN helped a family in Plymouth move and helped cleanup <br /> a campsite in the Vets Camp. The fall package event is in the planning stages. In two months the <br /> Welcome Home Pheasant Hunt will take place. <br />
