MINUTES FOR THE HUGO CITY COUNCIL MEETING MONDAY,AUGUST 17,2015 <br /> Call to Order <br /> Mayor Weidt called the meeting to order at 7:00 p.m. <br /> PRESENT: Haas, Klein,Miron,Petryk,Weidt <br /> ABSENT: None <br /> ALSO PRESENT: City Administrator Bryan Bear, Assistant City Attorney Josh Brekken,City <br /> Engineer Jay Kennedy,and City Clerk Michele Lindau <br /> Approval of the Minutes for the City Council Meeting on August 3.2015 <br /> Klein made motion, Miron seconded,to approve the minutes for the City Council meeting on August <br /> 3,2015 as presented. <br /> All Ayes. Motion carried. <br /> Approval of the Minutes for the National Night Out/Community Night Out on August 4.2015 <br /> Petryk made motion, Klein seconded,to approve the minutes for the National Night <br /> Out/Community Night Out on August 4,2015 as presented. <br /> All Ayes. Motion carried. <br /> Approval of the Agenda <br /> Weidt made motion,Klein seconded,to approve the agenda as amended to add an announcement <br /> of RCWD Public Hearing on JD3. <br /> All Ayes. Motion carried. <br /> I-35E Improvements and MnPASS Extension Project <br /> MnDOT recently completed a study on the I-35E MnPASS Extension Project,which is <br /> anticipated to be constructed in 2016. MN DOT MnPASS Policy and Planning Program <br /> Director Brad Larsen spoke about the improvement along the I-35E corridor north of St. Paul, <br /> which include new bridges and MnPASS Express Lanes. He explained that MN PASS is a state <br /> transportation system that provides a congestion-free travel option during peak drive times on <br /> highways with high levels of congestion. <br /> The project will be done in two phases. Phase 1 is from little Canada road to Cayuga Street and <br /> should be completed by the end of this year. Phase 2 is north of Little Canada Road to Highway <br /> 96 and should be completed by the end of 2016. MnPASS lanes will be constructed in both <br /> phases. He explained that MnPASS is a state transportation system that provides a congestion- <br /> free travel option during peak drive times on highways with high levels of congestion. <br /> The majority of the time,the lanes will be regular lanes. In peak times,solo drivers must pay a <br /> fee. Fees will be posted and users will have an electronic tag on their windshield that will be read <br />
