Hugo City Council Meeting Minutes for August 17,2015 Page 3 of 7 Approve 2a°Reduction in the Letter of Credit for OP3 Prairie Village LLC.Prairie Village 3d Addition OP3 Prairie Village,developer,has requested the City reduce the letter of credit being held for the Prairie Village 3`d Addition. Senior Engineering Technician Steve Duff has inspected the work and recommends approval of the reduction. Adoption of the Consent Agenda approved the reduction of the letter of credit being held for the constructed improvements in the Prairie Village 3`d Addition be reduced to$187,625.00 of the original letter of credit$1,393,000.00. Approve Resolution Approving the Final Plat and Development Agreement for Clearwater Cove The applicant is requesting approval of a final plat in order to plat 28 residential lots and 8 outlots on the 56.26 acre parcel located south of Frenchman Road(CSAH 8)and east of Everton Avenue North.The site is currently vacant.The City Council reviewed the PUD general plan and preliminary plat for Clearwater Cove at its August 3,2015 meeting. The final plat includes 28 lots from the Clearwater Cove preliminary plat. There are no changes to the lots from the preliminary plat.The lots meet the minimum lot standards and requirements outlined in the regulations for the Clearwater Cove PUD. Adoption of the Consent Agenda approved RESOLUTION 2015-41 APPROVING A FINAL PLAT AND DEVLEOPMENT AGREEMENT FOR D.R. HORTON, INC.—MINNESOTA FOR CLEARWATER COVE, subject to minor modifications agreeable to staff and developer. Approve Letter to the St.Croix Valley Daughters of the American Revolution Authorizing the Cleanup of Walker Cemetery Staff has been contacted by the St. Croix River Valley Chapter National Society Daughters of the American Revolution(NSDAR)with a request to allow them to clean up the Walker Cemetery in Hugo located on the north side of 147th Street between Homestead and Irish Avenue. Cleanup would begin around the middle of September and be completed by October 11,2015,which is the date of DAR National Day of Service. Cleanup would involve clearing the weeds around each of the tombstones. Hugo City Code authorizes the Council to delegate a private group to maintain the Walker Cemetery and states they shall report to Council on the status and condition of the cemetery at least annually. Staff had prepared a draft letter to the St. Croix River Valley DAR from Council authorizing them to remove weeds and tall grass from around the headstones at Walker Cemetery and work with staff if there are additional improvements NSDAR wishes to do to the property. Miron removed this from the Consent Agenda to say he remembered his 4-H group doing a project to clean up the Walker cemetery and he was glad there is another group to step up and do that. He added that he has great respect for the Hugo American Legion,who include the cemetery as a stop on Memorial Day. There was discussion about veterans from the Civil war being buried there. Miron made motion,Klein seconded,to approve the letter to the St.Croix Valley NSDAR to cleanup Walker Cemetery. All Ayes. Motion carried.
