City Council meeting of Septemher T, 1991 <br />Page 2 <br />1. Subdivision approval shall be contingent upon compliance with the <br />special conditions, as well as any grading and storm water drainage <br />plans. <br />2. All conditions of survey approval must be met prior to the stamping of <br />any deeds for recording by the city clerk: unless otherwise permitted <br />by Council action. <br />3. The property lines on site must be identified by the owners to assure <br />proper setbacks when buildings are to be constructed if required by <br />the building inspector. <br />4. Proposed driveways and drainage areas within the development must <br />include installation of a minimum 15" diameter corrugated metal. <br />culvert, where applicable, in a manner acceptable to the City. The <br />alternate as shown on the site plan shall be the approved driveway <br />location. <br />5. No building permits shall be .issued until the survey has been approved <br />and recorded with Washington County. <br />6. All fees relating to this subdivision shall be paid by the applicant <br />including the cost of recording documents with Washington County. <br />y. The fee Q350.00j in lieu of park land dedication shall be made to the <br />City at the time of final survey approval. <br />S. The lowest floor elevation of any structure .in this subdivision shall <br />be 2 feet above the 100 year high water mark: or 4 feet above the high <br />groundwater mark:, whichever is greater; <br />9. No improvements, landscaping, or grading shall be permitted in the <br />defined drainage areas without the express written authorization of <br />the City and the approved watershed districts. <br />10. All property owners shall be responsible for maintenance of drainage <br />areas within easements on their property. <br />.11. The developer shall comply with all requirements and restrictions <br />applicable to existing wetlands. <br />1. The developer shall permit access to the referenced site for periodic <br />inspections to assure conformance with this subdivision approval. <br />13. Parcel #1 must be able to accommodate two mound septic systems. <br />14. Driveway access to Parcel #1 shall be located at the south ►' of the <br />site. <br />All aye. Motion Carried. <br />MUTUAL A I Di F I F, Q SIvQ AGREEMEN <br />A Washington County group, made up of a number of cities, has requested <br />the City of Hugo's participation in a Mutual Hid Fire Service Agreement. <br />Currently, the City of Hugo has mutual aid pacts with the Capi.tol. Cities <br />group, as well as the communities. of Scandia and Marine -on --St:.. Croix. The <br />Capitol Cities group includes our neighboring cities_. of Mahtomed.i, White <br />Bear Lake, Forest Lake, and Centennial. When this agreement was.: <br />originally proposed, City staff raised questions regarding the language in <br />Section 3, on Page 1, and requested that said language be changed so that. <br />dispatching of equipment and personnel would be to the emergency scene <br />rather than the requesting party. Of particular concern would be <br />dispatching of equipment and personnel to man someone else's fire s.t.ation . <br />and being dispatched to areas a great distance from the City of Hugo. Out <br />major concern is that we not spread the Cityos Fire Department so thin <br />
