MINUTES OF THE SPECIAL MEETING OF THE HUGO CITY COUNCIL FOR JUNE 6, 199() The meeting was called to order by Mayor George Atkinson at 6:00 PM. PRESENT: Jesinski, Vail, Olson, Atkinson City Administrator, Ken Haber ABSENT: McAllister Mayor Atkinson noted that this emergency meeting of the City Council was called at the recommendation of the City Attorney for the purpose of adopting a resolution authorizing eminent domain proceedings and the taking of title to the Rice Lake Park prior to filing of an award by the court appointed commissioners. The City Administrator reviewed the resolution and the status of this project with the City Council. It was noted that the City has attempted on several occasions to meet with the White Bear Rod and Gun Club to discuss a negotiated purchase of this property, and have had no success at getting together with this group. To proceed with the purchase of this property through the sale of bonds, the condemnation process must be started prior to the June 13, 1990 Housing Authority meeting, and the June 18, 1990 City Council meeting. After a brief discussion, the following motion was introduced: Atkinson made motion, Olson seconded, to adopt RESOLUTION 1990-16, RESOLUTION AUTHORIZING EMINENT DOMAIN PROCEEDING, AND TO AUTHORIZE TAKING OF TITLE AND POSSESSION OF THE LAND PRIOR TO FILING OF AWARD BY COURT APPOINTED COMMISSIONERS. Upon roll call, the following members voted AYE: Jesinski, Olson, Vail, AtF-.:inson Voting NAY: NONE ABSENT: McAllister Motion Carried. Mayor Atkinson noted a letter from MNDOT Commissioner, Len Levine, stating they are currently reviewing the speed limits on Goodview Avenue as per the City's request. The City Administrator informed the City Council of a meeting in White Bear Lake regarding the possibility of removing some of the Burlington Northern Railroad tract -.:age in that area. The City Council agreed that they had no objections to the proposal by the City of White Pear Lake unless, however, it jeopardized rail. access to Hugo's industrial park: and Interstate Lumber Co. The City Council responded to a letter from a Hugo resident at 5955 138th Street requesting use of the City's fire hydrant to fill a swimming pool. It was pointed out that the City has had a long-=_tanding policy that prohibits the use of fire equipment and fire hydrants for the filling of swimming pools and other recreational purposes. The City Council then reaffirmed that policy and asked that the City staff notify resident=_ of the City's policy.
