MINUTES OF THE SPECIAL MEETING OF THE HUGO CITY COUNCIL FOR JUNE 6, 199() <br />The meeting was called to order by Mayor George Atkinson at 6:00 PM. <br />PRESENT: Jesinski, Vail, Olson, Atkinson <br />City Administrator, Ken Haber <br />ABSENT: McAllister <br />Mayor Atkinson noted that this emergency meeting of the City Council was <br />called at the recommendation of the City Attorney for the purpose of <br />adopting a resolution authorizing eminent domain proceedings and the <br />taking of title to the Rice Lake Park prior to filing of an award by the <br />court appointed commissioners. <br />The City Administrator reviewed the resolution and the status of this <br />project with the City Council. It was noted that the City has attempted <br />on several occasions to meet with the White Bear Rod and Gun Club to <br />discuss a negotiated purchase of this property, and have had no success at <br />getting together with this group. To proceed with the purchase of this <br />property through the sale of bonds, the condemnation process must be <br />started prior to the June 13, 1990 Housing Authority meeting, and the June <br />18, 1990 City Council meeting. <br />After a brief discussion, the following motion was introduced: <br />Atkinson made motion, Olson seconded, to adopt RESOLUTION 1990-16, <br />RESOLUTION AUTHORIZING EMINENT DOMAIN PROCEEDING, AND TO AUTHORIZE TAKING <br />OF TITLE AND POSSESSION OF THE LAND PRIOR TO FILING OF AWARD BY COURT <br />APPOINTED COMMISSIONERS. <br />Upon roll call, the following members voted AYE: Jesinski, Olson, Vail, <br />AtF-.:inson <br />Voting NAY: NONE <br />ABSENT: McAllister <br />Motion Carried. <br />Mayor Atkinson noted a letter from MNDOT Commissioner, Len Levine, stating <br />they are currently reviewing the speed limits on Goodview Avenue as per <br />the City's request. <br />The City Administrator informed the City Council of a meeting in White <br />Bear Lake regarding the possibility of removing some of the Burlington <br />Northern Railroad tract -.:age in that area. The City Council agreed that <br />they had no objections to the proposal by the City of White Pear Lake <br />unless, however, it jeopardized rail. access to Hugo's industrial park: and <br />Interstate Lumber Co. <br />The City Council responded to a letter from a Hugo resident at 5955 138th <br />Street requesting use of the City's fire hydrant to fill a swimming pool. <br />It was pointed out that the City has had a long-=_tanding policy that <br />prohibits the use of fire equipment and fire hydrants for the filling of <br />swimming pools and other recreational purposes. The City Council then <br />reaffirmed that policy and asked that the City staff notify resident=_ of <br />the City's policy. <br />
