MINUTES FOR THE HUGO CITY COUNCIL MEETING OF OCTOBER 15 1990 <br />The meeting was called to order by Mayor Atkinson at 7:00 PM. <br />PRESENT: McAllister, Jesinski, Olson, Vail, Atkinson <br />City Administrator, Ken Huber <br />City Clerk, Mary Ann Creager <br />Olson made motion, Vail seconded, to approve the minutes of the regular <br />City Council meeting of October 1, 1990, as submitted. <br />All aye. Motion Carried. <br />McAllister made motion, JeinsE::i seconded, to approve the claims for <br />October 15, 1990, in the amount of $23,796.69. <br />All aye. Motion Carried. <br />CHARITABLE GAMBLING <br />Atkinson made motion, Vail seconded, that the City of Hugo has no <br />objection to the issuance of a charitable gambling license to the National <br />Multiple Schlerosis Society at Ricci's Saloon, 14777 Forest Blvd., and <br />waiver of. the 60 -day waiting period. <br />All aye. Motion Carried. <br />SPECIAL USE PERMIT (B. BERNIN) <br />Mr. Bruce Bernin has made application to the City of Hugo for a special <br />use permit which would authorize the seasonal sale of Christmas trees on <br />his property at 6540 Greene Ave. No., Hugo, Minnesota (aka Gov't Lot 5, <br />Sec. 16, T31N, R21W, Washington County, MN). The property is located at <br />the southwest end of Oneka Lake, adjacent to the public access. The site <br />plan submitted shows that there are six, different Christmas tree fields, <br />in addition to the home and out buildings, owned by Mr. Bernin. The <br />method of operation would involve customers driving to the site, choosing, <br />and cutting their own Christmas trees. This request is for a seasonal <br />operation running from November 23 to Dec. 24 of each year. Mr. Bernin is <br />requesting authorization to install signs on his property at two locations <br />as reflected on the site plan. He is also requesting that other signs be <br />authorized on the property of others. In reviewing this request, the City <br />staff can see no problem with the plan as submitted, as long as activities <br />on site are limited to those requested by the applicant. With regard to <br />the off-site signs proposed, the applicant has not indicated the size or <br />location of the signs, so it is difficult for the City staff to comment on <br />whether or not they would be in compliance with City ordinances. The <br />permanent sign locations do not appear to present a problem. It should be <br />noted that temporary signs are allowed in residential districts if they do <br />not exceed 12 sq. ft. in size, and are not left for a period that exceeds <br />30 days. It should also be pointed out that advertising signs are not <br />permitted within 100 ft. of a residential zoning district. The Hugo <br />Planning Commission recommended approval of this SUP for the sale of <br />Christmas trees at 6540 Greene Avenue North, subject to special <br />conditions. <br />
