City Council meeting of October 15, 1990 <br />Page 2 <br />McAllister made motion, Olson seconded, to approve the request of Mr. <br />Bruce Bernin for a Special Use Permit, authorizing the seasonal sale of <br />Christmas trees on his property at 6540 Greene Avenue (aka Gov't Lot 5, <br />Section 16, T•31N, R21W, Washington County, MN). Approval is subject to <br />the following special conditions: <br />1. The permit allows for the sale of trees from November 23rd to December <br />24th of each calendar year. <br />2. Sales on site be limited to Christmas trees. <br />.3. Off-street parking be provided for all customers. <br />4. Failure to comply with conditions of the permit shall be grounds for <br />revocation of same. <br />5. The site plan submitted be and hereby is a part of this permit. <br />6. The permanent signs to be installed on the site in question must be in <br />compliance with the city's sign and setback regulations. <br />7. The hours of operation shall be from 6:00AM to 6:00PM during the <br />business period. <br />B. This permit will expire on December 24, 1997. <br />9. Signs on property will be 4' in diameter. <br />All aye. Motion Carried. <br />The action of the Planning Commission did not include the off-site signs. <br />The request for off-site signs is to be handled as a separate issue. <br />SITE PLAN APPROVAL (REGAL PLASTICS) <br />Richard and Arlene Olson have made application to the City of Hugo for a <br />site plan approval to construct a 4(--)' x 60' pole building in the Peloquin <br />Industrial Part: at 15195 Freeland Avenue North, Hugo, MN. The purpose of <br />the building is to store miscellaneous equipment and plastic resins. The <br />applicants have emphasized that there will be no hazardous materials <br />stored in the building. The property is zoned industrial, and consists of <br />approximately 2.4 acres. A permit has been secured from the RCWD, and the <br />applicants have indicated that the building location and proposed driveway <br />will not affect the existing site grades. The 20' driveway will be <br />constructed of Class 5 gravel, and the pole barn will be constructed <br />without a concrete slab at this time. The proposed building appears to <br />meet all setback: and height requirements. If the building is to be used <br />for a cold storage facility as proposed, the City staff can see no reason <br />for denial of this site plan. <br />Jesinski made motion, Vail seconded, to approve the request of Richard <br />Arlene Olson for a site plan approval to construct a 40' x 60' pole <br />building in the Peloquin Industrial Part:: at 15195 Freeland Avenue, for the <br />storage of miscellaneous equipment and plastic resins. There will be no <br />hazardous materials stored in the building. <br />All aye. Motion Carried. <br />CIP PHASE 2 (FEASIBILITY REPORT) <br />As per previous Council resolutions 199>-2•' and 1990-25, the City Engineer <br />has completed a feasibility report for the City's Capital Improvements <br />Project 1990-1, Phase 2. The project involves bituminous surfacing and <br />
