City Council meeting of November 5. 1990 <br />Page 5 <br />resolution is consistent with the proposed general fund budget. Over the <br />last several years, the City Council has adjusted salaries of regular City <br />employees, based on the cost -of -living, as reflected in the consumer price <br />index for this area. For 1991, the City Administrator is recommending a <br />similar adjustment based on a 5.5% cost -of -living, plus an additional 2% <br />for merit because of the increased workload and exceptional performance of <br />City employees. The one exception noted in the resolution is the base <br />salary for the City Administrator, which was adjusted by 5% based on the <br />resolution of the City Council, passed in 1988. These adjustments are to <br />take place January 1, 1991. <br />Atkinson made motion, McAllister seconded, to adopt RESOLUTION 1990-3-, <br />RESOLUTION SETTING 1991 SALARIES. <br />VOTING AYE: Vail, McAllister, Olson, Jesinski, Atkinson <br />VOTING NAY: None <br />Motion Carried. <br />RESOLUTION UPGRADING FINANCE DIRECTOR'S POSITION <br />As per Council direction, the City Administrator met with the City Finance <br />Director to discuss the possibility of extending his employment agreement <br />with the City beyond the April, 1991 expiration date. Mr. Otkin has <br />agreed to extend his contract for a two-year period, based on the <br />conditions reflected in the proposed resolution. This employment <br />agreement shall be effective through the 1991 and 1992 calendar years. <br />Atkinson made motion, McAllister seconded, to adopt RESOLUTION 1990-34, <br />RESOLUTION AUTHORIZING THE UPGRADING OF THE FINANCE DIRECTOR POSITION AND <br />FILLING OF SAID POSITION. <br />VOTING AYE: Jesinski, Vail, Olson, McAllister, Atkinson <br />VOTING NAY: NONE <br />Motion Carried. <br />APPOINTMENT OF CITY AUDITORS <br />City Finance Director is recommending the appointment of Pannell, Kerr, <br />Forster as the City's auditors for the 1990 fiscal year. The audit fees <br />for 1989 were $9,512, and they have been reduced by 17% to $7,900 in 1990. <br />McAllister made motion, Jesinski seconded, that the City of Hugo appoint <br />Pannell, Kerr, Forster as the City's auditors for the 1990 fiscal year. <br />All aye. Motion Carried. <br />MISCELLANEOUS <br />The City received a letter from a resident requesting that a sign be <br />placed at the intersection of 147th Street and Hyde Avenue, indicating <br />
