MINUTES FOR THE REGULAR CITY COUNCIL MEETING OF NOVEMBER 19, 199U <br />The meeting was called to order by Mayor Atkinson at 7:00 PM. <br />PRESENT: Jesinski, Olson, Vail, Atkinson <br />City Administrator, Hien Huber <br />City Clerk, Mary Ann Creager <br />ABSENT: Mike McAllister <br />Vail made motion, Olson seconded, to approve the minutes for the regular <br />City Council meeting of November 5, 1990 as submitted. <br />All aye. Motion Carried. <br />Vail made motion. Olson seconded, to approve the minutes for the Board of <br />Canvass on November 8, 1990 as submitted. <br />All aye. Motion Carried. <br />Jesinski made motion, Olson seconded, to approve the claims for November <br />19, 1990 in the amount of $94,900.16. <br />All aye. Motion Carried. <br />MINING PERMIT (G. INDYk::IEWICZ) <br />Mr. George Indykiewicz of 1920 Highway 96, New Brighton, Mn., has made <br />application to the City of Hugo for renewal of his mining permit to mine <br />black dirt and sandfill on the property generally described as the W 1/2 <br />of the N 1/2 of Section 17, T.'1N, R21W, Hugo, MN. Mr. IndyEciewicz's <br />r_urrent permit expired 11/01/90. According to the review by the City <br />Engineer, Mr. Indykiewicz has complied with conditions of his previous <br />permits, and has now provided an up -dated contour map of the site <br />reflecting existing site elevations and where he will be mining in the <br />future. Mr. Indykiewicz has indicated that he would like to remove fill <br />to an elevation no lower than 918' mean sea level. Mr. Indykiewic-z would <br />also like to remove all other stockpiled material outside the area to be <br />mined on site. Mr. Indykiewicz has indicated that his hours of operation <br />will be 7:00 AM until 5:30 PM, Monday through Saturday, and he will <br />continue to use the same service roads, haul roads, and access to the site <br />as in previous years. <br />Vail made motion, Jesinski seconded, to renew the Mining Permit for George <br />IndyE::iewicZ until November 1, 1991, subject to the following amendments to <br />the existing permit: <br />1. Deletion of Items 2 and 14 of the existing Mining Permit. <br />Add the following special conditions: <br />1. Starting at contour 920', there shall be not less than a 1 1/2% slope <br />upward to the east and south. Owner/applicant shall have a contour <br />map prepared reflecting this change and submit within 90 days of this <br />permit approval. <br />2. The hours of operation shall be 7:00 AM to 5:'O PM, Monday through <br />Saturday. <br />3. No mining shall take place within the designated area below 920' mean <br />sea level. <br />
