/I <br />The meeting was called to order by Mayor Atkinson at 7:00 PM. <br />PRESENT: McAllister, Jesinski, Olson, Vail, Atkinson <br />City Administrator, Ken Huber <br />City Clerk, Mary Ann Creager <br />Vail made motion, Jesinski seconded, to approve the City Council minutes <br />for February 6, 1989 as amended. <br />All aye. Motion Carried. <br />Vail made motion, Olson seconded, to approve the General Claims for <br />February 21, 1989 in the amount of $49,238.45. <br />All aye. Motion Carried. <br />Atkinson made motion, Olson seconded, to approve the Utility Claims for <br />February 21, 1989 in the amount of $15.00. <br />All aye. Motion Carried. <br />LE <br />Because Councilman McAllister had previously been involved in this <br />application prior to Council consideration, McAllister excused himself <br />from discussion or voting on this application. Mr. Richard Ophus and Mr. <br />Richard Mireault have made application to the City of Hugo for site plan <br />approval to add a 40' X 70' addition to an existing building. The <br />building in question is located at 15627 Forest Blvd. No., in the City of <br />Hugo. The site contains approximately 1.32 acres and is zoned retail <br />business. The easterly 40% of the lot in question is located in flood <br />zone A, and is proposed to be dedicated as a drainage easement. The <br />building addition in question is to be used for additional office space <br />and the storage of hand tools. On-site parking will be provided south of <br />the building in the location identified on the site plan. The applicants <br />have assured the city that there will be no exterior storage of equipment <br />or materials on site except during construction of the proposed addition' <br />The minimum floor level for the proposed addition, as designated by the <br />watershed district, is to be 939.9 ft. The city ordinance requires that <br />all additions or improvements to property in the industrial or RB <br />districts are subject to approval of both land use and site plan by the <br />Hugo City Council. The applicants have secured the required permit 88-213 <br />from the Rice Creek Watershed District' After staff review, city staff can <br />see no objections to the land use or site plan. <br />Julie Myhre, Hedlund Engineering, representing Northside Construction, was <br />present to review the site plan, and stated that her clients had no <br />objections to the special conditions. <br />Olson made motion, Jesinski seconded, to approve the site plan for Richard <br />Ophus and Richard Mireault to add a 40' x 70' addition to an existing <br />building, located at 15627 Forest Boulevard, to be used for additional <br />office space and the storage of hand tools.
