City Council meeting of 3/6/89 <br />Page 2 <br />As per Council direction, the city staff has completed it's discussions <br />with Washington County to provide on-site septic system inspection and <br />licensing for the City of Hugo. City staff has been working with the <br />Washington County Planning office through Mr' Al Goodman, who is the <br />supervisor of the inspections personnel. The initial agreement proposed <br />by Washington County was modified significantly by the city attorney. We <br />have now arrived at an agreement that both the City and County are <br />comfortable with, and feel we are in a position to enter into an agreement <br />effective April 1, 1989. Washington County also submitted a letter <br />answering the remaining questions the staff had regarding the <br />communications of final inspections to the City for the purpose of issuing <br />a certificate of occupancy. <br />McAllister made motion, Jesinski seconded, authorizing the Mayor and City <br />Clerk to sign the Individual Sewage System Agreement between Washington <br />County and the City of Hugo appointing the Washington County Planning <br />Office/Building Official as the city's authorized agent for enforcement of <br />Ordinance 1989-256. <br />All aye. Motion Carried. <br />FOREST LAKE YOUTH SERVICE BUREAU AGREEMENT <br />The Forest Lake Youth Service Bureau has submitted it's annual agreement <br />with the City for approval' The YSB has assured us that the agreement in <br />question is identical to that entered into by the City for the last <br />several years. The city's Contract for Services with the YSB is an <br />approved item in the 1989 fiscal year budget. <br />McAllister made motion, Olson seconded, authorizing the Mayor and City <br />Clerk to sign the Purchase of Service Agreement between the Forest Lake <br />Area Youth Service Bureau and the City of Hugo' <br />All aye. Motion Carried. <br />In response to the assessment appeal by Clara Letourneau and Joseph Card <br />on the Ingersoll Avenue street improvement project, city staff has <br />prepared the appropriate reassessment resolution consistent with the <br />Settlement Agreement authorized by the City Council. Minnesota Statutes <br />Chapter 429 provides a mechanism to reassess only those properties <br />involved in the assessment appeal' The required resolution sets the <br />assessment hearing date to reassess the two parcels involved in the <br />aforementioned appeal. <br />Olson made motion, Vail seconded, to adopt RESOLUTION 89-5, A RESOLUTION <br />FOR HEARING ON PROPOSED REASSESSMENT FOR INGERSOLL AVENUE P.I. PROJECT <br />#5-2-88(A). <br />VOTING AYE: McAllister, Jesinski, Olson, Vail, Atkinson <br />Motion Carried. <br />
