PRESENT: Jesinski, Olson, Vail, Atkinson City Administrator, Ken Huber City Clerk, Mary Ann Creager ABSENT: Mike McAllister Vail made motion, Olson seconded, to approve the minutes for the regular City Council meeting of September 5, 1989 as submitted. All aye' Motion Carried. Vail made motion, Olson seconded, to approve the General Claims for September 18, 1989 in the amount of $117,805.47. All aye. Motion Carried' Atkinson made motion, Jesinski seconded, to approve the Utility Claims for September 18, 1989 in the amount of $1,026.20. All aye. Motion Carried 1990 BUDGET REVIEW The second in a series of budget hearings was held this evening to discuss modifications to the proposed 1990 City budget. Previously, the City Council discussed projected revenues and possible adjustments, as well as some expenditure reductions. The City has been advised to delay our October 2nd budget approval deadline to a later date so that we can see what the legislature is going to do in a special session scheduled for later this month. In light of the fact that the required publication under Truth in Taxation will cost between $400 and $500, City staff does not want to have to publish this notice twice, so we will be looking at final budget approval on October 16th rather than October 2nd. The City Council requested that letters be sent to the following organizations regarding future increases for services provided to the City of Hugo: Forest Lake Youth Service Bureau, White Bear Counseling, and the City of White Bear Lake for paramedic training. City Administrator, Ken Huber, will prepare an ordinance for possible adoption, to increase compensation for the Mayor and City Council effective 1/1/91. The City Council made the following changes in the previously submitted 1990 budget: 1. Item 32210 - Increase revenue by $2,000. 2. Item 36220 - Increase revenue by $1,200. 3. Item 41110-151 - Increase expense by $300. 4. Item 41400-201 - Reduce expense by $500. 5. Item 41400-104 - Adjust 19B9 expenditure to $2,750. 6. Item 41520-514 - Reduce expense by $3,000. 7. Item 41950-303 - Reduce expense by $1,500. S. Item 42153-312 - Reduce expense by $483.
