MINUTES FOR THE REGULAR' CITY COUNCIL MEETING OF NOVEMBER 20, 1989 <br />i -he meeting was called to order by Mayor Atkinson at 7:03 PM' <br />PRESENT: McAllister, Jesinski, Olson, Vail, Atkinson <br />City Administrator, Ken Huber <br />City Clerk, Mary Ann Creager <br />Administrative Intern, Stu Schmeling <br />Jesinski made motion, Vail seconded, to approve the minutes for the <br />regular City Council meeting of November 6, 1989 as submitted. <br />All aye. Motion Carried. <br />McAllister made motion, Olson seconded, to approve the claims for November <br />20, 1989 in the amount of $32,182.72. <br />All aye. Motion Carried. <br />MINOR SUBDIVISION - (JAMES KELLISON) <br />Mr. and Mrs. James Kellison have made application to the City of Hugo for <br />a minor subdivision to divide a 11.6 acre tract of land into two parcels' <br />Currently, the parcel of land in question is in two different zoning <br />districts, the north portion being zoned RR2, and the south portion zoned <br />9FE. The north portion was rezoned from Conservancy to RR2 by the City <br />:ouncil earlier this year, and Mr. Kellison is now desirous of splitting <br />Lhe property into two separate parcels. This request was reviewed by the <br />Planning Commission on June 28, 1989, at which time said Commission <br />recommended approval subject to compliance with special conditions. The <br />necessary permit from the RCWD has been secured, and the City Code <br />Enforcement Officer has indicated that the percolation test results are <br />within the requirements of our current septic ordinance' Based on the <br />information provided, City staff can see no objections to approval of this <br />minor subdivision and waiver of the formal platting requirement. <br />Vail made motion, Olson seconded, to approve the final certificate of <br />survey #11-20-89 for James Kellison and waiver of the formal platting <br />procedure, for the following described property: Part of Govt Lot 1, <br />Section 31, T31N, R21W, Washington County, Minnesota (aka 93031-0300) <br />lying east of Elmcrest Avenue and north of 129th Street' Approval is <br />subject to the following special conditions: ' <br />1' The final survey must be filed with Washington County within 90 days <br />of survey acceptance' <br />2. All conditions of survey approval must be met prior to the stamping of <br />any deeds for recording by the City Clerk unless otherwise permitted <br />by Council action' <br />3' The property lines on site must be identified by the applicant to <br />assure proper setbacks when buildings are to be constructed, if <br />required by the building inspector' <br />4. Proposed driveways or drainage areas within the development must <br />include installation of a minimum 15" diameter corrugated metal <br />culvert, in a manner acceptable to the City' <br />5. No building permits shall be issued until the survey has been approved <br />and recorded with Washington County. <br />
