City Council 1/4/88 <br />7.9 APPOINT CHAIRMAN AND SECRETARY TO PLANNING COMMISSION <br />City ordinances require that the City Council appoint a chairman and <br />secretary to the Planning Commission at the first regular City Council <br />meeting in January. Currently, the chairman of the Planning Commission is <br />Mr. Richard Senkler and the secretary is"Carole LaBelle. <br />Atkinson made motion, Peltier seconded, to appoint Richard Senkler as <br />Planning Commission Chairman and Carole Labelle as PC secretary for the <br />year 1988. <br />All aye. Motion Carried. <br />8.1 HOMESTEAD DRIVE PROJECT BID AWARD <br />As per Council direction, the city has advertised for bids for the <br />installation of bituminous surfacing on 125th Street, 130th Street, and <br />Homestead Drive on the west side of Sunset,Lake pursuant to the petition <br />of the property owners dated July 21, 1987. On December 30, 1987, the <br />city received nine sealed bids for the making of this improvement as per <br />the plans and specifications approved by the City Council. The low <br />apparent bidder for this project was T.A. Schifsky & Sons of North St. <br />Paul, in the amount of $52,550.00. The total estimated cost of the <br />improvement as per the city engineer's feasibility report is $95,000. The <br />city engineer reviewed the bid documents of the apparent low bidder and <br />the second low bidder, and recommended that T.A. Schifsky & Sons be <br />offered a contract in the amount of $52,550.00 for the 1987 Street <br />Improvement Project. It is the intent of the City Council to assess this <br />project prior to entering into the contract for the making of said <br />improvements. We have provided a 90 -day period for execution of the <br />contract pending the assessment process and the filing of assessment <br />appeals. <br />Olson made motion, Peltier seconded, to adopt RESOLUTION 1988-1 RESOLUTION <br />ACCEPTING BIDS FOR HOMESTEAD DRIVE PUBLIC IMPROVEMENT PROJECT 1987-30-0. <br />VOTING AYE: Peltier, Potts, Olson, Vail, Atkinson <br />Motion Carried. <br />8.2 HOMESTEAD DRIVE COSTS TO BE ASSESSED <br />Pending tentative bid award for the Homestead Drive, 125th Street, and <br />130th Street project reviewed earlier this evening, it will be necessary <br />to declare the cost to be assessed and preparation of assessment rolls to <br />proceed with an assessment hearing for this project. <br />Potts motion, Peltier seconded, to adopt RESOLUTION 1988-2 RESOLUTION <br />DECLARING COST TO BE ASSESSED AND ORDERING PREPARATION OF PROPOSED <br />ASSESSMENT FOR HOMESTEAD DRIVE PUBLIC IMPROVEMENT PROJECT 1987-30-0. <br />VOTING AYE: Peltier, Potts, Olson, Vail, Atkinson <br />Motion Carried. <br />
