City Council 1/4/88 7.9 APPOINT CHAIRMAN AND SECRETARY TO PLANNING COMMISSION City ordinances require that the City Council appoint a chairman and secretary to the Planning Commission at the first regular City Council meeting in January. Currently, the chairman of the Planning Commission is Mr. Richard Senkler and the secretary is"Carole LaBelle. Atkinson made motion, Peltier seconded, to appoint Richard Senkler as Planning Commission Chairman and Carole Labelle as PC secretary for the year 1988. All aye. Motion Carried. 8.1 HOMESTEAD DRIVE PROJECT BID AWARD As per Council direction, the city has advertised for bids for the installation of bituminous surfacing on 125th Street, 130th Street, and Homestead Drive on the west side of Sunset,Lake pursuant to the petition of the property owners dated July 21, 1987. On December 30, 1987, the city received nine sealed bids for the making of this improvement as per the plans and specifications approved by the City Council. The low apparent bidder for this project was T.A. Schifsky & Sons of North St. Paul, in the amount of $52,550.00. The total estimated cost of the improvement as per the city engineer's feasibility report is $95,000. The city engineer reviewed the bid documents of the apparent low bidder and the second low bidder, and recommended that T.A. Schifsky & Sons be offered a contract in the amount of $52,550.00 for the 1987 Street Improvement Project. It is the intent of the City Council to assess this project prior to entering into the contract for the making of said improvements. We have provided a 90 -day period for execution of the contract pending the assessment process and the filing of assessment appeals. Olson made motion, Peltier seconded, to adopt RESOLUTION 1988-1 RESOLUTION ACCEPTING BIDS FOR HOMESTEAD DRIVE PUBLIC IMPROVEMENT PROJECT 1987-30-0. VOTING AYE: Peltier, Potts, Olson, Vail, Atkinson Motion Carried. 8.2 HOMESTEAD DRIVE COSTS TO BE ASSESSED Pending tentative bid award for the Homestead Drive, 125th Street, and 130th Street project reviewed earlier this evening, it will be necessary to declare the cost to be assessed and preparation of assessment rolls to proceed with an assessment hearing for this project. Potts motion, Peltier seconded, to adopt RESOLUTION 1988-2 RESOLUTION DECLARING COST TO BE ASSESSED AND ORDERING PREPARATION OF PROPOSED ASSESSMENT FOR HOMESTEAD DRIVE PUBLIC IMPROVEMENT PROJECT 1987-30-0. VOTING AYE: Peltier, Potts, Olson, Vail, Atkinson Motion Carried.
