%D <br />City Council meeting of 1/19/88 <br />the building was not to be used to house animals. The applicants are now <br />requesting that this building be used to house animals although they have <br />failed to specify how many. It is our understanding that the applicants <br />have proceeded with the remodeling of the building in question and that <br />the required building permit to mage such modifications has not been <br />secured. At the December 21, 1987 regular meeting of the Hugo City <br />Council, action was taken denying the SUP request based on the information <br />discussed at that time. William Simonet, speaking on behalf of Ms. <br />Pfurstchleller at the meeting, stated that there was no bartering taking <br />place between the owners of the horses, a total of b animals (2 owned by <br />Ms. Pfurtscheller and 4 that are boarded.) Mr. Simonet also stated that <br />the allegation that animals are allowed to roam unattended on the <br />Pfurstscheller property is inaccurate. Neighbors of Ms. Pfurtscheller <br />were present to testify that they had witnessed the animals grazing <br />outside of the corraled area. Mayor Atkinson noted that the applicant was <br />already in violation of the special permit conditions they agreed to at <br />the Planning Commission level. He questioned how much they could be <br />trusted to comply if the permit had beena pproved by the City Council. If <br />the City Council feels that either, information was deleted or new <br />information has been provided that would affect the previous decision of <br />the City Council regarding this matter, the City Council may reconsider <br />this request by motion of 1 of the 4 members voting to deny the permit. <br />Because none of the four dissenting voters introduced a motion for <br />reconsideration (Potts, Olson, Vail, Atkinson), the motion for denial of <br />the application for a SUP for the boarding of horses made by Jeanette <br />Pfurtscheller stands as voted on at the Council meeting of 12/21/87. <br />APPOINTMENT OF ACTING MAYOR <br />Potts made motion, Atkinson seconded, to adopt RESOLUTION 1988-5, <br />RESOLUTION DESIGNATING DEANE VAIL AS ACTING MAYOR FOR THE YEAR 1988. <br />VOTING AYE: Peltier, Potts, Olson, Atkinson <br />ABSTAINED: Vail <br />Motion Carried. <br />8.1 ORDER LAW ENFORCEMENT SQUAD CAR <br />As per previous Council direction, the staff has been working with <br />Washington County in an effort to purchase a sheriff's squad car as <br />opposed to the lease arrangement provided for in previous law enforcement <br />agreements. Recognizing the financial advantages of the city purchasing <br />the vehicle and leasing it back to the county, said county has agreed to <br />this arrangement for the 1988 fiscal year. Rather than ordering 14 <br />replacement squad cars for the sheriff's fleet, they are ordering only 13 <br />squads and allowing the city to purchase the 14th vehicle through the same <br />bidding arrangement. The total purchase price of this vehicle from Polar <br />Chevrolet in White Bear Lake is $10,999.00, and is per bids received by <br />the Ramsey County Sheriff's Department. <br />Potts made motion, Olson seconded, that the Mayor and Clerk be authorized <br />to sign Purchase Order #0107 for the purchase of a sheriff's squad car <br />from Polar Chevrolet in the amount.of $10,999.00. <br />All aye. Motion Carried. <br />
