City Council meeting of 1/19/88 <br />8.2 AUTHORIZE THE SALE OF EQUIPMENT CERTIFICATE <br />As per previous Council discussion, we have explored the possibility of <br />the sale of $60,000.00 worth of equipment certificates of indebtedness to <br />fund needed public safety equipment for the City of Hugo. In the past, <br />the city has leased a sheriff's squad car from Washington County as per <br />our law enforcement agreement. As was discussed earlier, there are some <br />definite financial advantages to the city in purchasing its own vehicle <br />and leasing it back to Washington County. I have discussed the various <br />financing possibilities with the city's financial consultant, Mr. Bill <br />Fahey, and he concurs that one of the viable options for the city is the <br />sale of equipment certificates of indebtedness. He also suggested that <br />there may .be some other financing options available to us with regard to <br />any future city borrowing. Pending Council action on the purchase of a <br />sheriff's squad car, it is necessary for the staff to proceed with the <br />necessary steps to finance this public safety equipment over the next T to <br />4 years. The proposed $60,000 in equipment certificates would be utilized <br />to purchase a sheriff's car in 1988, 1989, and 1990. It would also allow <br />for the purchase of a pickup truck for use by public safety and public <br />works personnel. Repayment of this financing is permitted by special levy <br />as per Minnesota Statutes. The enclosed resolution allows the use of <br />equipment certificates to finance this effort if more financially <br />desirable arrangements are not available. <br />Vail made motion, Olson seconded, to adopt RESOLUTION 1988-6, RESOLUTION <br />CALLING FOR SEALED QUOTATIONS FOR SALE OF EQUIPMENT CERTIFICATES. <br />All aye. Motion Carried. <br />8.3 LAW ENFORCEMENT SERVICES AGREEMENT (1988) <br />Enclosed is the newly proposed law enforcement services agreement with <br />Washington County for services to be provided in the 1988 calendar year. <br />The major change in the contract from the previous year can be found in <br />Article 1II, #11, which deals with the purchase of a police squad car and <br />leasing it back; to Washington County. <br />Upon further review of the agreement by the city administrator, Kien Huber, <br />it was determined that this matter should be dropped from the agenda until <br />clarification of certain items is obtained. <br />8.4 CITY ASSESSOR SERVICE AGREEMENT <br />The city staff, using the recommended format provided by the city <br />attorney, has prepared a service agreement formally contracting for <br />services of the city assessor. The city will be paying the assessor $4.34 <br />per parcel assessed or reassessed in 1988. The city has budgeted <br />$8,185.00 for the 1988 fiscal year, and the actual cost may vary depending <br />on the number of parcels assessed. The city has had an unwritten <br />agreement with Mr. Francis Langer for a number of years, and it is now <br />desirable to put this arrangement in a formal, contractural document. <br />This agreement has been reviewed by Mr. Langer, and he does consent to the <br />language in the agreement. <br />Potts made motion, Peltier seconded, that the Mayor and Clerk be <br />authorized to sign the Service Agreement #1-1988 between the City of Hugo <br />and the city's assessor, Francis Langer. <br />All aye. Motion Carried. <br />
