City Council meeting of July 18,1988 <br />Page 2 <br />CAPITAL IMPROVEMENTS PROGRAM ASSESSMENT POLICY <br />The city engineer, city attorney, mayor, and city administrator have met <br />to discuss and develop a tentative assessment policy to handle the <br />assessments on collector streets which are part of our capital <br />improvements program. The previous policy of the city has been to assess <br />140% of the cost to benefiting property owners. In this particular case, <br />the proposal is to assess 21% of the project cost to the benefiting <br />property owners, and the assessment policy deals with the unusual <br />situations such as corner lots and other issues we need to address. The <br />assessment policy is essential in determining the total assessable footage <br />which in turn affects the cost per foot which will be charged to each <br />benefiting property owner. <br />Potts made motion, Olson seconded, to adopt the Capital Improvements <br />Program Assessment Policy as presented. <br />All aye. Motion Carried. <br />RESOLUTION SETTING LICENSE AND PERMIT FEES <br />In the spring of 1987, the City Council passed an ordinance allowing for <br />the setting of license and permit fees by resolution as opposed to the <br />previous arrangement of establishing them by ordinance. In addition to <br />the ordinance change, the Council also consolidated all of its license and <br />permit fees into one resolution for simplification purposes. Having <br />implemented these fees for the last 18 months, the city staff has noted <br />several areas that need changing, and added a number of fees that were not <br />included in the previous resolution yet were a part of city ordinances. <br />This resolution is basically a housekeeping measure with a number of <br />adjustment to fees. <br />Potts made motion, Peltier seconded, to adopt RESOLUTION 88-30, RESOLUTION <br />APPROVING LICENSE, PERMIT, AND APPLICATION FEES. <br />All aye. Motion Carried. <br />RESOLUTION AUTHORIZING PLAN REVIEW FEES <br />In the summer of 1987, the City Council passed a resolution updating the <br />city's building permit fees to be consistent with the building code <br />enforced by the city. One of the primary purposes of updating the permit <br />fees was an attempt to make the city's code enforcement office self <br />supporting and not dependent on any tax levy. The city proceeded with <br />phase one of this effort to make the code enforcement self supporting. <br />Phase two of this proposal is to establish a plan review fee which is an <br />additional charge when permits are taken out for large projects requiring <br />detailed construction plans that need review by the building inspector. <br />Most cities charge a plan review fee; however, the City of Hugo does not <br />charge said fee because of the limited service provided in the past. With <br />the full-time building inspector currently on board, much of his time is <br />spent on reviewing building plans submitted. City staff is now <br />recommending that the City Council consider establishment of a fee for <br />
