/0S <br />City Council meeting of 9/6/88 <br />Page <br />to the city. Mr. Crain has stated that all structures on site will be <br />built at an elevation of at least 911.9 to assure conformance with the <br />city's floodplain regulations. The Hugo Planning Commission has <br />recommended approval of the minor subdivision and waiver of the formai <br />platting requirements subject to special conditions. <br />Atkinson made motion, Potts seconded, to approve the final certificate of <br />survey #9-6-88 for Herman Strehlow and Celia Crain, waiver of the formal <br />platting procedure, for the following described property: The East 1/2 of <br />the NW 1/4 of Section 19, T31N, R21W, Washington County, Minnesota. <br />Approval is subject to the following conditions: <br />1. Final survey must be submitted to the city council within 90 days of <br />preliminary survey acceptance or this approval shall be null and void. <br />2. All conditions of survey approval must be met prior to stamping of any <br />deeds for recording by the city clerk. <br />3. Property lines, and applicable easement lines, must be identified on <br />site by the applicants to assure proper setbacks when buildings are to <br />be constructed if required by the building inspector. <br />4. Driveways or drainage areas must include installation of a minimum 15" <br />diameter corrugated metal culvert in a manner acceptable to the city <br />if required. <br />5. No building permits are to be issued until the required permits are <br />secured from the appropriate watershed district and the DNR where <br />applicable. <br />6. All fees relating to this subdivision approval shall be paid by the <br />applicant including the cost of recording documents with Washington <br />County. <br />7. Any driveway permits requiring access to highways or county roads may <br />not be issued until permits are secured with Washington County or <br />MNDOT. <br />8. On site activities permitted as a result of this subdivision shall not <br />cause the altering of any watercourse, ditch, or drainage system in <br />this area. <br />9. Percolation tests must be submitted to the city prior to final survey <br />and plat approval. <br />10. Payment of the parkland dedication fee ($175.00) shall be made prior <br />to final survey approval. <br />11. All roadway and drainage easements must be shown on the final survey. <br />All aye. Motion Carried. <br />REQUEST FOR MULTIPLE SEWER CONNECTION <br />Mr. Terry Granger is requesting council authorization for a multiple sewer <br />connection to serve a home under construction at 5598 141st St. The lot <br />in question is a part of a minor subdivision (DeFoe property) approved by <br />the city council earlier this year. At the time of the subdivision <br />approval, the applicant stated that there would be separate service lines <br />installed for each of the lots in question. After discussing this matter <br />with the city engineer and utility superintendent, this request for a <br />multiple sewer connection was denied by the city staff. With the <br />exception of multiple services for separate buildings under a single <br />ownership, allowing for these types of connections is a bad practice and <br />
