City Council meeting of 11/21/88 <br />Page 3 <br />WASHINGTON COUNTY SEPTIC INSPECTIONS <br />As per previous Council direction, the staff has met with representatives <br />of Washington County to discuss the possibility of their providing septic <br />system inspections for the City of Hugo. Currently, Hugo has an <br />arrangement with the county to do inspections for existing septic systems. <br />That arrangement has worked out very well, and city staff feels there may <br />be some merit in having all of septic systems permitted and inspected by <br />the county. The two steps necessary for the city to pursue this matter <br />would be to enter into a formal agreement with Washington County for this <br />service, and proceed with the adoption of a septic system ordinance <br />consistent with that being enforced by Washington County. <br />Potts made motion, Olson seconded, directing city staff to proceed with <br />the steps necessary to contract with Washington County for septic system <br />inspections, and the city attorney review the contract agreement and city <br />staff prepare a draft ordinance. <br />All aye. Motion Carried. <br />RESOLUTION CLARIFYING BUILDING PERMIT REQUIREMENTS <br />As per previous Council discussion, the staff has prepared a resolution <br />clarifying the requirements for securing of a building permit. <br />Apparently, there has been some confusion with regard to what requires <br />building permits in the City of Hugo. Information from the city's <br />building code and Minnesota Statutes with regard to uses exempt from the <br />securing of building permits was provided to the Council for their <br />review. City staff feels this clarification will be helpful in dealing <br />with the public as well as elected and appointed officials in the City of <br />Hugo. <br />After a lenghty discussion relating to the requirement to obtain building <br />permits for work performed in excess of $1.00 in value,_it was decided <br />that the city administrator and building inspector will further discuss <br />this matter, and report their findings to the Council at a later date' <br />MINING PERMIT RENEWAL (GEORGE INDYi--.`.IEWICZ) <br />Mr. George Indykiewicz, 1920 Highway 96, New Brighton, Minnesota has made <br />application for his annual mining permit renewal to remove black dirt and <br />fill from his property generally described as the NW 1/4 of Section 17, <br />T31N, R21W, in the City of Hugo. The parcel of land is 165 acres in <br />size. The request before the Council is renewal of the permit issued <br />previously. The City Council may want to consider renewal of this permit <br />on a two year basis to avoid annual renewals unless there is a change in <br />the method of operation or violations of the permit' <br />Atkinson made motion, Peltier seconded, to renew the Mining Permit for <br />George Indykiewicz for a two year period, subject to the previous <br />conditions as set forth by the city. The permit to be processed <br />administratively in 1989' <br />All aye. Motion Carried. <br />
