., <br />/ <br />City Council meeting of 11/21/88 <br />Page 2 <br />- <br />Potts made motion, Peltier seconded, to approve the site plan of Don Kra+ <br />and Gary Peppard (Inter -State Lumber, 5517 145th Street) to construct a <br />20' x 100' loading dock on Burlington Northern Railway property. The site <br />in question is generally described as part of Lot 26 of County Auditor's <br />Plat No. 7, Section 20, T31N, R21W, Hugo, MN. <br />All aye. Motion Carried. <br />MINOR SUBDIVISION (FRANCIS LUTZ) <br />Mr. Francis Lutz has made application to the City of Hugo for the <br />subdivision of a 39.5 acre tract of land by minor subdivision and waiver <br />of formal platting requirements. .The property in question is zoned <br />agricultural, and is generally described as the NE 1/4 of the NE 1/4 of <br />Section 15, T31N, R21W located north of 157th Street west of Ingersoll <br />Avenue, east of Harrow Avenue, and south of 165th Street. This request <br />was reviewed by the Hugo Planning Commission at their October 26, 1988 <br />meeting, and said Commission recommended approval of the minor subdivision <br />and waiver of the platting requirements subject to the special <br />conditions. The plat will consist of two 10 acre parcels and one 19.5 <br />acre parcel. The survey has been reviewed by the Rice Creek Watershed <br />District, and Mr. Steve Woods has informed me that they have no problems <br />with the development as proposed, and have no need for drainage or other <br />easements on site. Copies of the approved RCWD permits will be on file <br />prior to the stamping of any deeds for this parcel. <br />Peltier made motion, Potts seconded, to approve final Certificate of <br />Survey #11-21-88 for Mr. Francis Lutz, waiver of the formal platting <br />procedure, for the following described property: The NE 1/4 of the NE 1/4 <br />of Section 15, T31N, R21W located north of 157th Street, west of Ingersoll <br />Avenue, east of Harrown Avenue, and South of 165th Street. Approval is <br />subject to the following special conditions: <br />1. All fees relating to the subdivision shall be paid by the applicant <br />including the cost of recording documents with Washington County. <br />2. Developer pay fee ($525.00) in lieu of parkland dedication at the time <br />of final survey approval. <br />3. A drainage plan, including holding ponds and ditches, must be approved <br />by the watershed district and maintained by the property owner with <br />the method of maintenance to be reviewed by the city engineer. <br />4. Mailbox locations shall be approved by the United States Postal <br />service. <br />5. Developer shall install one tree per lot of a minimal size within the <br />subdivision development as per city regulations. <br />6. Approved driveways or drainage ways must include the installation of a <br />minimum 15" diameter, corrugated metal culvert acceptable to the city, <br />if required by the city building inspector. <br />7. The developer shall secure Rice Creek Watershed District approval of <br />their on site drainage plan prior to approval of the final survey by <br />the city council. <br />8. Percolation tests must be completed on each of the buildable lots and <br />must be submitted to the city for review prior to final survey <br />approval. <br />9. Lot lines within the subdivision must be identified to determine <br />proper building setbacks if required by the building inspector. <br />All aye. Motion Carried. <br />
