City Council meeting of 12/5/88 <br />Page 2 <br />REZONING REQUEST_S_E.,_WLASC IN) <br />Ray and Ramona Wlaschin have made application to the City of Hugo for the <br />rezoning of a 16.7 acre tract of land from agriculture to RR2. The <br />property in question is located south of County Road 8 in the W 1/2 of the <br />SE 1/4 of the SW 1/4 of Section 36, T31N, R21W, Washington County, <br />Minnesota . There is currently a house located on the extreme southwest <br />corner of the site. The property is approximately 550 feet in width and <br />1,322 feet in length, and abutts agricultural zones on the west, north, <br />east, and Grant Township to the south. The Hugo Planning Commission <br />reviewed a similar request by Mr. Wlaschin on January 28, 1987. This <br />request by Mr. Wlaschin was denied by the City Council on February 22, <br />1987. The Hugo Planning Commission again reviewed this request on <br />November 22, 1988, and recommended its approval based on the 5 acre <br />minimum lot size outside the urban service area as noted in the <br />Comprehensive Plan. They also stated that a rezoning was no guarantee of <br />a subdivision approval unless a subdivision meets city requirements and <br />policies. <br />Vail made motion, Peltier seconded, to adopt ORDINANCE 1988-252, ORDINANCE <br />AMENDING CHAPTER 320 OF THE HUGQ CITY CODE ENTITLED "ZONING" DISTRICT <br />CLASSIFICATION OF THE DESCRIBED REAL PROPERTY. <br />VOTING AYE: Olson, Peltier, Vail, Atkinson <br />Motion Carried. <br />Jennie and Melvin Vietor have made application to the City of Hugo for the <br />subdivision of a 19'84 acre tract of land into residential parcels in an <br />agricultural zoning district. The property in question is located on the <br />east side of Jeffrey Avenue in part of the E 1/2 of the SE 1/4 of Section <br />11, T31N, R21W, Washington County, Minnesota. The traci of land located <br />south of Parcel B is owned by another party, and the tract of land located <br />north of ParcelA is owned by Mrs. Vietor. The applicant has requested <br />waiver of the square footage requirement and lot width for Parcel B <br />because the easement north of Parcel A, and building locations, restrict <br />the size of the site. Apparently, the access easement north of Parcel A <br />is a fenced area and it might create some difficulty if the property line <br />was moved from the proposed location. The Planning Commission recommended <br />approval of this subdivision subject to special conditions. <br />Olson made motion, Peltier seconded, to approve the final certificate of <br />survey #12/5/88 for Jennie and Melvin Vietor, waiver of the formal <br />platting procedure, for the following described property: Part of the E <br />1/2 of the SE 1/4 of Section 11, T31N, R21W, Washington County, Minnesota. <br />Approval is subject to the following conditions: <br />1, The final survey be submitted to the City Council within 90 days of <br />the commission's recommendation and the revised survey incorporate th <br />recommendations of the staff, Rice Creek Watershed District, and other <br />governmental agencies. <br />
