� � �� <br />���� <br />8.0 Comoost Recyclinq Agreement with Washin ton County <br />The Council reviewed a memorandum of agreement for yard waste composting <br />as prepared by Washington County. A copy of the agreement had been <br />forwarded to the city attorney for his review and comment. It was noted, <br />however, that we are assuming the costs and reimbursements, identified in <br />2E, 2C, 21), and 5C will be adjusted in 1988 for both spring and fall <br />activities as opposed to just the fall activities anticipated in 1987. If <br />we are unable to secure the proposed site and construct the facility in <br />question yet this fall, it is assumed that we will proceed with this <br />project in the spring of 1988. <br />The City Attorney noted several points that he felt needed clarification <br />before the city could enter a contract for compost recycling: <br />1' No site identified in the agreement. <br />2. No indication as to whether the site would be fenced. Who would pay? <br />3. Work hours for monitor to be hired. <br />Mayor Atkinson authorized city staff to address the city's concerns with <br />Washington County for implementation into a final draft. <br />11.0 Miscellaneous <br />Attorney Johnson reviewed pending matters with the Council: <br />The motion hearing for the White Bear Rod and Gun Club has been taken <br />under advisement by Judge Tom Armstrong. <br />The subdivision ordinance is in the revision process, and Mr. Johnson <br />stated that he will be meeting with Administrator Huber before bringing <br />the draft to the Council. <br />Administrator Huber met with representatives from the City of White Bear <br />Lake regarding Hugo entering into an agreement with them to provide <br />personnel and equipment for Hugo's utility department. They are drafting <br />a preliminary agreement that will be reviewed by city staff prior to <br />submission to the Council for their review. <br />Mr. Fred Burg, 14625 Forest Boulevard, was present at the Council meeting <br />to voice his objection to an invoice he received from the city for charges <br />incurred at his residence on July 18, 1987. As a result of an "emergency" <br />call from Mrs. Burg that a valve had broken and water was running into <br />their residence, Mayor Atkinson had to contact the City of White Bear Lake <br />for assistance as Hugo's personnel were unavailable. Mr. Burg feels that <br />the service provided should be the responsibility of the city, not his. <br />He stated that he does not intend to pay the charges, and Mayor Atkinson <br />stated that the city would proceed on that basis. <br />Peltier made motion, Olson seconded, to adjourn at 7:55 PM. <br />All aye.
