152 <br />9.2 REQUEST TO USE CITY HALL <br />On behalf of the Independent Republicans, Ms. Karen Morehead has requester <br />use of the Hugo City Hall for Tuesday, February 23, 1988 to conduct their <br />precinct caucus. <br />Atkinson made motion, Olson seconded, that the City Council authorizes use <br />of the Hugo City Hall for Tuesday, February 23, 1988 for the Independent <br />Republicans to conduct their precinct caucus. <br />All aye. Motion Carried. <br />In the future, similar requests will be handled administratively. <br />10.1 FISCAL POLICY DISCUSSION <br />As per previous Council direction, the staff has completed a recommended <br />fiscal policy for the City of Hugo. Copies of this policy were submitted <br />to the City Council for their review. The City Council and City <br />Administrator, Ken Huber, reviewed the purpose and content of the policy, <br />and after Council recommended changes are made in the draft copy, will <br />again be submitted to the Council. <br />11.0 MISCELLANEOUS <br />Mayor Atkinson and City Attorney Charles Johnson met to discuss the matter <br />of the current litigation between Hugo and the White Bear Rod and Gun <br />Club. <br />Atkinson made motion, Olson seconded, that the City Council authorize city <br />staff to begin a search for an acoustical consultant and submit their <br />recommendations to the City Council for consideration. <br />All aye. Motion Carried. <br />Atkinson made motion, Olson seconded, to adopt RESOLUTION 1987-64, <br />RESOLUTION SUPPORTING A REVISED TRANSPORTATION FUNDING PACKAGE. <br />All aye. Motion Carried. <br />City Administrator Ken Huber discussed certain inequities when someone <br />from the city is required to appear in court, on behalf of the city. <br />There is no policy of compensation for these people other than the Mayor, <br />Council, or city staff. <br />Atkinson made motion, Olson seconded, directing the city administrator to <br />draft a policy for the compensation of city personnel, who are required to <br />appear in court on behalf of the city. <br />All aye.
