10 January 21, 1986 <br />Walter Otto - cont. <br />necessary because it was being used for agricultural purposes. Mr. Otto stated <br />that previous Mayor, Marvin LaValle, had stated that if you own 20 acres you <br />could fill the property with buildings. Otto did not state whether LaValle had <br />mentioned anything about the need for building permits. McAllister asked Otto <br />if he had made any attempt to contact the City Clerk or Building Inspector prior <br />to construction, and he responded "no". McAllister inquired as to how Mr. Otto <br />would feel about removing the building, and Otto responded, "The building will <br />not come down". <br />MOTION: McAllister made motion, Schwab seconded, that this matter be forwarded <br />to Attorney Sarah Mardell to investigate whether the construction of <br />this building is grounds for a misdemeanor charge. <br />MOTION: McAllister made motion, Schwab seconded, an amendment to this motion <br />that if the Attorney discovers violation of a building code or a zoning <br />ordinance that she is to file a formal complaint against Mr. Otto. <br />AMENDMENT <br />VOTING FOR: Schwab, McAllister <br />VOTING AGAINST: Hauer, Potts <br />Motion Failed <br />ORIGINAL MOTION <br />VOTING FOR: Hauer, Potts, Schwab <br />VOTING AGAINST: McAllister <br />Motion Carried. <br />MISCELLANEOUS <br />MOTION: McAllister made motion, Hauer seconded, that Richard Vail and the First <br />State Bank of Hugo be notified that Vail's Letter of Credit must be�--- <br />renewed. The City would draw on the Letter of Credit rather than <br />allow to expire. <br />All aye. Motion Carried. <br />Francis Lander, the city's assessor, was present to explain the formula the state <br />uses to determine mill rates. Hugo's tax will increase by 8 mills, and Mr. Langer <br />explained how the increase would affect different market valued houses. McAllister <br />felt the explanation would be beneficial prior to the issuance of real estate taxes. <br />MOTION: Potts made motion, Schwab seconded, to adjourn at 9:10 PM. <br />All aye.
