MINUTES OF THE PROCEEDINGS OF THE HUGO CITY COUNCIL <br />February 18, 1986 <br />The regular Council meeting was called to order by Mayor McAllister at 7:00 PM. <br />PRESENT: Hauer, Peltier, <br />Attorney, Charles Johnson <br />Engineer, Howard Kuusisto <br />ABSENT: Schwab <br />3.0 APPROVAL OF MINUTES <br />Potts, McAllister <br />1.7 <br />MOTION: Peltier made motion, Hauer seconded, to approve the minutes of the additional <br />regular meeting of February 3, 1986, after the following change has been made: <br />Mayor McAllister stated that it would be unfair to ask....... <br />All aye. Motion Carried. <br />MOTION: Peltier made motion, Hauer seconded, to approve the minutes of the regular <br />Council meeting of February 3, 1986, after the following change has been made: <br />Page 12 (5.1) - McAllister asked that Mr. Truax...... <br />All aye. Motion Carried. <br />4.0 APPROVAL OF CLAIMS <br />MOTION: Peltier made motion, Potts seconded, to approve the General Claims for <br />Feburary 18, 1986, as submitted. <br />All aye. Motion Carried. <br />MOTION: Potts made motion, Peltier seconded, to approve the Utility Claims for <br />February 18, 1986, as submitted. <br />All aye. Motion Carried. <br />5.0 PETITIONS, REQUESTS, COMMUNICATIONS & LICENSES <br />5.1 Fire Department Review Committee <br />Ken Granger, representing the committee, was present to further discuss the Cadet <br />Program for young people. He stated that he had no problems with the program, and <br />could very possibly be a plus for the community: potential firefighters, teaches <br />young people to use their heads, and good for the FD itself. The programs is for <br />boys and girls, and they do not have to be members of a scouting organization. Granger <br />felt the possible drawback would be insurange. Attorney Johnson stated that the insur- <br />ance is carried by the Boy Scouts of America, and would be necessary to make sure the <br />City is listed as a named insured. The insurance covers liability only, not medical. <br />Hover, their is medical insurance offered at a low cost to the applicant. Attorney <br />Johnson also recommended that there be a form of application, and a part of that, <br />consent of parents to participate. The city could also consider a release to the <br />extent of releasing the city of responsibility for injury or loss. The rules and <br />
