22 February 18, 1986 <br />3. Percolation tests shall be conducted to determine the adequacy <br />and location of any on-site disposal system. If tests prove <br />unsatisfactory, corrections shall be made subject to approval by <br />the City Engieer until a satisfactory on-site disposal system can <br />reasonably be believed to be constructed. A mound -type system <br />could be used as a last alternative. The Building Inspector may <br />issue a Building Permit for the residence before the actual construc- <br />tion of the disposal system after the above mentioned plans and <br />tests are approved by the City Engineer. Fill from the excavation <br />from the residence should not disturb the fill required for the <br />drainfield. <br />4. Foundations for the building should be on undisturbed soil or <br />otherwise meet the approval of the Building Inspector. <br />5. Driveway culvert shall be no less than 15" in diameter. <br />6. Any other items required from any other body, such as RCWD or <br />the DNR, shall be adhered to, including no fill past 913' high <br />water mark as directed by RCWD. <br />7. The applicant shall deposit $300.00 to cover any legal or engi- <br />neering fees incurred for this permit. <br />8. The permit holders, assignees, transferees, or heirs shall forever <br />agree to hold the City of Hugo harmless from any action or liability <br />or dispute resulting from the building of any residence or disposal <br />system on the described piece of property. <br />All aye. Motion Carried. <br />CITY COORDINATOR/MANAGER <br />The Clerk reported that Ken Lorch and LuAnn Prachar have agreed to serve on the <br />next committee that will further investigate the possibility of creating a new city <br />position. Councilman Art Potts will serve as chairman. Bill Hanson, former <br />Planning Commission member, declined to serve. Members of the original committee, <br />Charles Schwab, George Atkinson, and Howard Kuusisto are requested to recommend <br />and alternate to Bill Hanson. It was the concensus of the Council present that <br />LuAnn Prachar be compensated at her regular hourly rate for her time to serve on <br />this committee. Mr. Potts stated that the first meeting will take place March 6, <br />1986, at 7:00 PM. <br />Let the record show Councilman Art Potts left the meeting at 9:10 PM. <br />9.0 ATTORNEY AND ENGINEER <br />Mr. Johnson submitted his monthly report. <br />The Council further discussed the request of Fred Fulbright to hook up to the city's <br />water supply. Engineer Kuusisto felt that the city should consider potential devel- <br />opment to the open land to the east of Fulbright. There was also consideration <br />about whether Greg Carlson, neighbor south of Fulbright, would also be interested. <br />It was determined that the City Engineer would draft a "general" notice about the <br />possibility of water extension and send -to all property owners who could be effected <br />to determine if they would be interested in also hooking up to city water. Otherwise, <br />Mr. Fulbright could individually hook up with ala_ costs being borne by him. There <br />was also discussion as to whether Fulbright has paid for the service available to <br />him, and whether the city should consider adopting a WAC charge. <br />
