58 May 19, 1986 <br />5.3 Richard Vail - Culvert on 8A and Fountain <br />The city received a letter from neighbors adjoining Shamrock Glen that they are <br />experiencing drainage problems because the developer failed to install a culvert <br />under Fountain Avenue. Mr. Vail had the culvert installed this day. Kuusisto <br />stated that some of the drainage in that area was the county's concern. It was <br />the concensus of the Council that the City write a letter to the originator's <br />of the letter stating that we regret any inconvenience they may have experienced, <br />and that the City feels the city engineer staff is addressing the matter. <br />5.4 Harlee Anderson -Subdivision <br />Mr. Anderson is proposing the resubdivision of two lots into 3 lots. Mayor <br />McAllister stated that Fiona is in terrible condition and needed to be closed <br />this spring. POTTS ARRIVED AT 6:30 PM. McAllister wanted to know who was going <br />to upgrade the road as no funds were available for such a project. It was <br />McAllister's feeling that the developer should be responsible (Anderson and <br />Charles Shubat). McAllister asked the City Enigeer to prepare minimum engi- <br />neering studies as to costs to upgrade the road. <br />5.5 BESA - Calcium Chloride <br />The city is waiting to hear further information regarding alternatives to use <br />of calcium chloride on dirt roads utilized by the BESA. Charles Shalander and <br />Ken Briggs, Harstad Construction, will be contacting City Hall. <br />5.6 Harstad Rezoning <br />Ken Briggs, representing Harstad Construction, was present to discuss proposed <br />changes in their application for rezoning in that they are scaling down the <br />number of lots that will be considered for development. <br />MOTION: McAllister made motion, Peltier seconded, to return the Harstad appli- <br />cation for rezoning to the Planning Commission to schedule another <br />public hearing because of the change in the design of the plan and <br />the number of homes to be rezoned. <br />All aye. Motion Carried. <br />5.7 Keith Anderson - Subdivision <br />Mr. Anderson, owner of approximately 16 acres on the east side of Round Lake, <br />is proposing the division of the property into two parcels. The Planning <br />Commission recommended denial of the application. The Council addressed the <br />length of the proposed driveway and whether is was desirable to have 3 parcels <br />of land serviced by a private easement. Councilman Potts inquired about liability <br />should emergency vehicles not be able to gain access from an easement. Attorney <br />Johnson stated that property owners assume a certain amount of risk when choosing <br />to live on a long driveway, but as far as the city is concerned, it would not <br />be considered the most desirable situation. <br />MOTION: Hauer made motion, Schwab seconded, to approve the subdivision of Keith <br />Anderson to divide approximately 16.2 acres into two parcels (5.5 & 10.7). <br />VOTING FOR: None <br />VO'T'ING AGAINST: Hauer, Peltier, Potts, Schwab, McAllister <br />Motion Failed. <br />
