84 July 21, 11986 <br />5.0 PETITIONS, REQUr;STS, 0,D&MUNICATIONS & LICENSES <br />5.1 Anderson Brothers - Extension of Nicht Hours <br />Mayor McAllister stated that Anderson tsrothers is considering bedding on another <br />project witn the possibility of approaching the City with another request for <br />nighttime hours. John Erickson, representing Anderson Brothers, stated that this <br />time he would like to get permission and conditions stipulated before they bid on <br />another project. <br />At this point in the meeting, numerous neighboring residents affected by the hotmix <br />operation, voiced their displeasure�Efle noise and traffic. There were also many <br />convents regarding the speed of the trucks as well as allegations of carelessness. <br />Deputy Brian Nelson was present and stated that the Sheriff's office is well -aware <br />of the complaints, and have been watching the trucks carefully. He felt that most <br />people feel that the trucks are speeding because of their size. They have been <br />monitoring the speed, and have found that the great majority of trucks are well <br />within the speed limits. <br />Connie Crever and Marvin LaValle were present, and disagreed that the trucks were <br />a nuisance and that they were speeding. It was their opinion that Anderson Bros., <br />is doing a superb job. <br />Mr. Erickson, if he so chooses, can approach the City for a variance to the Mining <br />Permit's hours of operation should Anderson Bros., be awarded with a future bid. <br />5.3 Dead Tree in Park <br />MOTION: McAllister made motion, Peltier seconded, that Charles Schwab, Parks <br />Conr,iissioner, be authorized to have dead tree removed from the park. <br />All aye. Motion Carried. <br />5.4 Oneka Lake Status Report <br />The City has drafted a Stipulation for Dismissal because of its inability to obtain <br />a reasonable permit from the Minnesota Department of Natural Resources. <br />MOTION: Schwab made motion, Peltier seconded, authorizing the Mayor to sign the <br />Stipulation Agreement between Alex and Tamara Zaluckyj, Marcel Miron and <br />Joyce Seever, and the City of Hugo. <br />All aye. Motion Carried. <br />Councilman Potts made a statement expressing his regrets thathe project could not <br />be completed, as well as sympathy for the people adversely affected by the high water. <br />MOTION: Peltier made motion, Schwab seconded, that the City of Hugo accept the <br />letter read by Mayor McAllister as Hugo's official policy regarding the <br />action for dismissal for condemantion. <br />All aye. Motion Carried. <br />5.2 City Administrator Position <br />The public hearing to consider an ordinance establishing the position of City <br />Administrator was called to order at 8:20 PM. There was no one present to make <br />comment, and no written comments were received. The public hearing closed at 8:21 PM. <br />
