July 21, 1986 <br />CITY ADMINISTRATOR <br />A draft ordinance establishing this position was reviewed by the Council and Attorney, <br />Charles Johnson. Appropriate changes were made in the draft proposal. <br />MOTION: Hauer made motion, Schwab seconded, to adopt ORDINANCE 1986-234, AN ORDINANCE <br />AMENDING CHAP'T'ER 20 OF THE CITY CODE OF HUGO, ESTABLISHING THE OFFICE AND <br />POSITION OF CITY ADMINISTRATOR IN THE CITY OF HUGO, AND DEFINING THE DUTIES <br />AND RESPONSIBILITIES OF THE CITY ADMINISTRATOR. <br />VOTING FOR: Hauer, Potts, Schwab, McAllister <br />VOTING AGAINST: Peltier <br />Motion Carried. <br />MOTION: Schwab made motion, McAllister seconded, that the City proceed to hire a <br />City Administrator on a full-time basis. Full-time to be defined by the <br />Selection Committee - comparable to a 40 hour week. <br />VO'T'ING FOR: Hauer, Schwab, McAllister <br />VOTING AGAINST: Peltier, Potts <br />Motion Carried. <br />MOTION: McAllister made motion, Schwab seconded, to appoint James Hauer, George <br />Atkinson, and Marvin LaValle to serve on a screening committee to fill <br />the position of City Administrator for the City of Hugo. The required <br />advertisements shall be published in the city's official newspaper, <br />St. Paul/Minneapolis newspapers and Minnesota Cities. The committee shall <br />report to the City Council at the regular meeting of October 6, 1986, <br />with three (3) qualified candidates. <br />VOTING FOR: Hauer, Peltier, Schwab, McAllister <br />VOTING AC-,AINST: Potts <br />Motion Carried. <br />9.0 ATTORNEY AND ENGINEER <br />Attorney Johnson is to draft a letter to the attention of Willard Harley regarding <br />the status/history of the Frank Kubitschek property. <br />Engineer Kuusisto sulmutted his monthly report. <br />Marvin LaValle was present and requested the City keep itself informed regarding <br />the future drainage of Bald Eagle Lake as it relates to probable water problems <br />for property owners downstream. <br />MOTION: McAllister made motion, Schwab seconded, that the City Clerk write a letter <br />to Mayor Benson, Lino Lakes, informing him that Rice Creek Watershed District <br />agendasand minutes are being mailed to Marilyn Anderson, City Clerk. I <br />would suggest, as Mayor of his neighboring com=ity, that he discuss with <br />the City Clerk the possibility of distributing copies of Rice Creek's <br />communications to the members of his City Council. <br />VOTING FOR: Peltier, Schwab, McAllister <br />VOTING AGAINST: Potts, Hauer <br />Motion Carried. <br />
