96 August 18, 1986 <br />issue of parkland dedication to a later date, and recommended Harstad appear before <br />the Planning Commission with their preliminary plat when ready. <br />MOTION: Schwab made motion, Hauer seconded, to approve the sketch plan for <br />Hugo Meadows, as amended, for Keith Harstad to create 48 lots subject <br />to the following: <br />1. Deposit of $10,000.00 to cover any legal or engineering fees. <br />2. Parkland dedication to be determined later on in the platting process. <br />VOTING FOR: Hauer, Potts, Schwab, McAllister <br />VOTING AGAINST: Peltier <br />Motion Carried. <br />MOTION: McAllister made motion, Potts seconded, directing the City Engineer to <br />prepare a feasibility study for public improvements in Hugo Meadows, <br />for construction of sanitary and storm sewer, a water system, a fire <br />protection system, and streets and roads. <br />After the motion was made, there was discussion as to exactly what kind of <br />project everyone was talking about. Mayor McAllister assumed the developer would <br />bear the cost of the project, and the developer thought the project would be paid <br />for by assessing the property benefitting from the project. <br />MOTION: McAllister made motion, Potts seconded, to amend the previous motion <br />directing the City Engineer to not begin the feasibility study until <br />he has received a letter from Harstad & Associates stating that they <br />will pay the entire cost of the project for all public :improvements <br />within their plan, and any improvements from Fountain Avenue to Foxhill, <br />including the watermain extending easterly along 8A to the limits of <br />the Hugo Meadow plat. <br />All aye. Motion Carried. <br />ORIGINAL MOTION: <br />VOTING FOR: Hauer, Potts, Schwab, McAllister <br />VOTING AGAINST: Peltier <br />Motion Carried. <br />TEMPORARY MOBILE HOME PERMIT <br />MOTION: McAllister made motion, Peltier seconded, to grant a temporary Mobile <br />Home Permit to Richard Meath while constructing his residence. The <br />permit shall not exceed two years in duration. <br />All aye. Motion Carried. <br />6.0 ORDINANCES AND RESOLUTIONS <br />The Council discussed the city's financial requirements to hookup to the sanitary <br />sewer; specifically, the $25,000.00 bond requirement. A survey was taken of other <br />surrounding communities to find out their requirements, and Hugo far exceeds them. <br />The City Clerk is to draft an ordinance change with the following: 1) licensed <br />sewer installer, 2) $,000.00 license bond, and 3) $500,000 liability insurance. <br />
